정부 "누가 봐도 '강제노역'으로 해석…日관료 주장 일축"

[아시아경제 김동선 기자]정부는 6일 일본 근대산업시설의 유네스코 세계유산 등재후 결정문과 달리 강제노동 사실을 부인한 일본 관료의 주장을 일축했다.

외교부 당국자는 이날 오후 "일본(관료들)이 기자회견하는 내용까지 일일이 우리정부가 코멘트할 필요가 없다"며 "일본측이 세계유산회의에서 발언한 영문 문안을 그대로 보라"고 말했다.

앞서 기시다 후미오(岸田文雄) 일본 외무상은 세계유산으로 등재된 자국의 근대산업시설에서 조선인 '강제노동'이 있었음을 인정한 것은 아니라고 주장했다. 기시다 외무상은 세계유산위원회 회의가 끝난 직후 도쿄에서 기자들에게 WHC회의에서 사토 구니(佐藤地) 주유네스코 대사의 발언중 'forced to work'란 문구에 대해 "강제노동을 의미하는 것은 아니다"고 말했다고 일본 언론이 6일 보도했다.

우리정부는 이를 일본 국내 보수진영의 반발을 잠재우기 위한 정치적 목적인 것으로 판단하고 있다.

다른 외교부 당국자도 "해당 문구는 제3자 어느 누가 봐도 '강제노동(노역)'으로 해석되는 것"이라며 "국제적 상식이 아닌 자의적으로 해석한 것은 순전히 일본 자국내 정치적 목적인 것으로 보인다"고 말했다.

'forced to work'를 비롯해 'under harsh conditions(가혹한 조건 하에서)' 'brought against their will(본인의 의사에 반해)' 등 일본정부 대표의 발언 내용은 강제노동을 의미하는 것으로 해석하기에 충분하다는 게 정부의 입장이다.

정부 일각에서는 나아가 일각에선 세계유산위원회 회의석상에서는 발언하지 않고 있다가 회의에서 안건이 통과된 뒤 외부에서 나온 일본 관료의 발언에 굳이 주목할 필요가 없다는 입장이다.

Statement by the Delegation of Japan at the 39th World Heritage Committee

Madame Chairperson,

Thank you for the opportunity to deliver this statement on behalf of the Government of Japan.

It is quite an honor for the Government of Japan that the “Outstanding Universal Value” of this property has been duly evaluated and that, with the support of all Members of the Committee, it has been inscribed on the World Heritage List by a consensus decision.

The Government of Japan respects the ICOMOS recommendation that was made from technical and expert perspectives. Especially, in developing the “interpretive strategy,” Japan will sincerely respond to the recommendation that the strategy allows “an understanding of the full history of each site.”

More specifically, Japan is prepared to take measures that allow an understanding that there were a large number of Koreans and others who were brought against their will and forced to work under harsh conditions in the 1940s at some of the sites, and that, during World War II, the Government of Japan also implemented its policy of requisition.

Japan is prepared to incorporate appropriate measures into the interpretive strategy to remember the victims such as the establishment of information center.

The Government of Japan expresses its deep appreciation to Chairperson Bohmer, all Members of the World Heritage Committee and everyone involved in the process for their understanding of the “Outstanding Universal Value” of the property, and for their kind cooperation towards its inscription.

보다 구체적으로, 일본은 1940년대에 일부 시설에서 수많은 한국인과 여타 국민이 본인의 의사에 반하여 동원되어 가혹한 조건하에서 강제로 노역하였으며, 제2차 세계대전 당시 일본 정부도 징용 정책을 시행하였다는 사실을 이해할 수 있도록 하는 조치를 취할 준비가 되어 있습니다.

일본은 인포메이션 센터 설치 등 피해자들을 기리기 위한 적절한 조치를 해석 전략에 포함시킬 준비가 되어 있습니다.
