A Total of 19 Acts of Indecency Over Three Years
Court: "Clear Signs of Sexual Deviance"
A man in his 20s has been sentenced to a prison term after repeatedly committing so-called 'flasher' offenses, including exposing his private parts in university restrooms and filming the surprised reactions of women.
On April 21, Jang Wonjeong, a single judge of Criminal Division 9 at the Seoul Northern District Court, announced that she had sentenced Mr. A, a man in his 20s, to 10 months in prison for violating the Act on Special Cases Concerning the Punishment of Sexual Crimes, specifically for possession of camera-recorded materials, intrusion into multi-use facilities for sexual purposes, and public indecency. The court also ordered him to complete 40 hours of a sexual violence treatment program and imposed a three-year restriction on employment at institutions related to children, adolescents, and persons with disabilities.
Mr. A was indicted on charges of committing public indecency 19 times by exposing his private parts to an unspecified number of women in university restrooms and filming their startled reactions from November 2022 to April of last year. He was also charged with storing and possessing six illegal videos on his mobile phone, including secretly downloaded footage of women in swimsuits, up until May of last year.
For example, Mr. A entered a men's restroom at a university in Asan, South Chungcheong Province, set up his mobile phone camera facing the entrance, took off his pants, and exposed his private parts in the course of committing the offense.

Judge Jang stated, "The defendant's intrusion into public restrooms, public indecency committed therein, and filming of victims were premeditated acts and display clear signs of sexual deviance. There were multiple victims, and those who have been identified appear to have suffered considerable shock. Moreover, the defendant has not been forgiven by any of them, and the illegal footage in his possession, being of a hidden camera nature, cannot be considered minor."
