Jung-gu, Seoul Selects and Awards Six “Excellent Public Officials for Proactive Administration”
Grand Prize Goes to Park Kihyun for Introducing "Naepyeon Jung-gu Bus"
Jung-gu District Office in Seoul announced on May 8 that it had selected six “Excellent Public Officials for Proactive Administration” who broke away from existing practices and resolved resident inconveniences, and held an award ceremony for them on the 7th floor of Jung-gu Office’s Jung-gu Hall on May 6.

View original imageThe district office conducted an initial internal review and a staff vote on 14 cases recommended by various departments. A total of 475 employees participated in the voting, demonstrating strong organizational interest in proactive administration. In the second round, the Proactive Administration Committee comprehensively evaluated four indicators: resident satisfaction, activeness, creativity and expertise, significance and difficulty, and potential for wider adoption. Based on this, one person was selected for the Grand Prize, two for the Excellence Prize, and three for the Encouragement Prize.
The Grand Prize was awarded to Park Kihyun, an official from the Transportation Administration Division. Park was recognized for improving access to public facilities for residents of transportation-vulnerable areas by introducing “Naepyeon Jung-gu Bus,” which integrates shuttle buses for public facilities.
The Excellence Prize went to cases that enhanced resident safety and convenience. Seo Eulgyo, an official from the Construction Management Division, addressed blind spots in hygiene by conducting the nation’s first “proactive food collection inspection” of street vendors. Bae Soyoung, an official from the Parking Management Division, contributed to alleviating parking shortages in the city center by promoting the sharing of idle spaces in private auxiliary parking lots, thereby securing 391 residential parking spaces in just three months.
The Encouragement Prize went to officials who maximized administrative efficiency. Kang Eunsun from the Urban Renewal Division reduced the construction budget for the Sogong-dong public office building by 28.6 billion won by utilizing “private redevelopment project donations.” Kim Sungil from the Cleaning Administration Division established a stable waste treatment system by relaxing “private consignment bidding conditions” in preparation for the metropolitan landfill ban. Joo Sungho from Hoehyeon-dong led interdepartmental cooperation to reorganize ambiguous “Road to Namsan” signposts, thereby improving pedestrian convenience for both tourists and residents.
Each award recipient received a certificate of commendation from the district mayor and a cash prize: 700,000 won for the Grand Prize, 500,000 won for the Excellence Prize, and 200,000 won for the Encouragement Prize.
