View original imageThe Ministry of Science and ICT and the Ministry of Foreign Affairs announced on April 22 that, on the occasion of President Lee Jae-myung's state visit to Vietnam, they have strengthened cooperation in science, technology, and the digital sector, and have presented a blueprint for future collaboration.
The Ministry of Science and ICT signed a "Memorandum of Understanding (MOU) on Digital Cooperation" with the Ministry of Science and Technology of Vietnam. The MOU covers the sharing of policies and the promotion of joint research and talent development in various digital technologies, including artificial intelligence (AI), next-generation communications, information and communication technology (ICT) equipment conformity assessment systems, and digital transformation.
Additionally, the Ministry of Science and ICT and the Ministry of Foreign Affairs signed a "Science and Technology Innovation Cooperation Master Plan Framework" with the Ministry of Science and Technology of Vietnam.
The Ministry of Science and ICT expects that this framework will contribute to establishing a collaborative system focused on grant aid projects to provide continued support for the Vietnam-Korea Institute of Science and Technology (VKIST), which symbolizes the two countries’ development cooperation partnership.
The Korea-Vietnam Future Partnership Project is a follow-up initiative targeting VKIST, Vietnam's largest research institute, which was established with a 35 million dollar investment by the Korea International Cooperation Agency (KOICA) over 10 years since 2014. The project supports joint research, the development of science and technology talent, and technology commercialization.
At the Science and Technology Innovation Forum to be held at VKIST on April 24, both countries will jointly announce the master plan and launch a working-level consultative body, which will include relevant ministries from both countries, the Embassy of the Republic of Korea in Vietnam, KOICA, VKIST, and KIST, to identify and develop concrete collaborative outcomes.
The Ministry of Foreign Affairs is continuously expanding the foundation for mutually beneficial cooperation between Korea and Vietnam, not only through KOICA’s follow-up support projects for VKIST, but also by providing grant aid covering science and technology, health, climate response, and regional development throughout Vietnam.

In particular, KOICA’s "Industrial Talent Training Project," which will be implemented alongside an MOU signed between KOICA, Hyundai Motor, and the Vietnamese Ministry of Education and Training, is expected to secure growth engines for Vietnam’s industries and provide top talent to Korean companies operating locally. The "Special Training Program for Strengthening Capacity to Respond to Transnational and Emerging Crimes" is also expected to enhance Korea-Vietnam cooperation in tackling issues such as cyber scams, thereby contributing to public safety in Vietnam and, in case of emergency, to the safety of Korean nationals abroad.
