Cheongdo County (acting county governor Kim Donggi) is accelerating efforts to implement 'citizen-centered' civil administration that combines advanced technology with meticulous administrative services.

View original imageThe Geographic Information Team is actively promoting the 'cadastral resurvey project,' which converts outdated paper cadastral maps that do not match the actual land conditions into the latest digital cadastral records.
The purpose of this project is to fundamentally resolve conflicts between neighbors caused by boundary discrepancies and to clearly protect residents' property rights.
The county plans to enhance the reliability of its data by conducting precise surveys and actively gathering residents' opinions, thereby strengthening the systematic administrative foundation.
The Cadastral Team is launching the 'data conversion project,' which will fully convert old land and forest ledgers—previously written in Chinese characters or Japanese and difficult to understand—into Korean.
This project, set to begin in 2026 and be completed by 2030, aims to build a database (DB) that allows for easy identification of ownership change history in land-related civil affairs such as locating ancestral land.
Through this, the county plans not only to increase administrative efficiency but also to secure cost savings and record safety by linking with the integrated cadastral record management system.
The Land Management Team has completed the '2026 individual official land value assessment,' which serves as the basis for levying various taxes and charges.
As of January 1, 2024, a total of 206,551 parcels were reviewed with careful consultation from appraisers, and on the 15th, the Real Estate Price Disclosure Committee completed its deliberation.
The assessed land values are scheduled to be finalized and publicly announced on April 30.
Additionally, the project to replace outdated equipment for the 'spatial information viewing system,' which allows citizens to easily check cadastral maps, zoning, aerial photographs, and more, was completed in February.
Starting with the county office in 2024 and extending to Gaknam, Punggak, Unmun, and Maejun-myeon in February 2026, all towns and townships have had their equipment replaced, enabling citizens to access advanced spatial information through larger and clearer touch screens.
The Civil Affairs Division of Cheongdo County provides one-stop services by fostering organic cooperation among all departments, including the Civil Affairs Team, Architecture and Design Team, and Licensing Team, covering everything from everyday civil affairs response and residential environment improvement to the establishment of accurate cadastral information.
