Incheon Gyeongseo–Geomdan 'Jungbong Tunnel' Project Accelerates with Preferred Bidder Selected
On March 9, Incheon City announced that it has selected the tentatively named Jungbong Tunnel Co., Ltd. (with DL Construction as the lead company) as the preferred negotiation partner for the 'Jungbong Tunnel Private Investment Project,' a 4.5-kilometer tunnel connecting Gyeongseo Samgeori in Seo-gu and Geomdan 2 Junction.
The Jungbong Tunnel will be a four-lane underground tunnel promoted through a private investment method (BTO-a). The preferred negotiation partner has proposed a total project cost of 34.93 billion won. Notably, the project was included in last month's '5th Metropolitan Area Traffic Congestion Road Improvement Plan (2026~2030),' securing 5.12 billion won in national funding, which is expected to accelerate the project's progress.
The city plans to conclude negotiations with the preferred partner by the end of this year and begin tunnel construction in 2028.
Once completed, the tunnel will connect the currently separated sections of Jungbong-daero, one of Incheon's main arterial roads, reducing travel time between the southern and northwestern regions of Incheon by approximately 20 minutes and lowering transit costs. Additionally, the average daily traffic volume on nearby arterial roads such as Bongsu-daero and Seogot-ro is expected to decrease by up to 23,000 vehicles.

An Incheon City official stated, "The Jungbong Tunnel is a key infrastructure project that will complete the north-south road network in Incheon. By shortening travel times and alleviating traffic congestion, we aim to achieve tangible improvements in the transportation environment for our citizens."
