Gyeongsan City Proves Citizen Trust with Excellent 2025 Civil Service Satisfaction Rating
Gyeongsan City (Mayor Cho Hyunil) received a stable “satisfactory” rating from citizens, recording an overall satisfaction score of 78.4 points in the “2025 Civil Service Satisfaction Survey” conducted by the city.
This survey targeted 47,786 citizens whose civil service requests were processed in 2025, and was conducted through an ARS method by a professional agency.
The evaluation covered nine items across four areas, including speed, kindness, and fairness. A total of 2,020 citizens participated in the survey, providing direct feedback on administrative services.
According to the survey results, three key items—kindness (81.7 points), fairness (81.3 points), and proactivity (80.7 points)—all exceeded 80 points and received a “very satisfied” rating.
This demonstrates in numerical terms that the quality of Gyeongsan City’s administrative services meets the expectations of its citizens.
Balanced performance was also observed across each sector.
The culture, park, and sports area scored the highest at 80.2 points, while transportation and environment (79.3 points) and health and welfare (79.2 points) followed. This indicates a balanced level of satisfaction across all lifestyle-related administrative services, with no particular area standing out excessively.
Notably, the overall score of 78.4 points is 0.87 points higher than the national average of 77.53 points over the past two years.
In the meantime, Gyeongsan City has been working to create a user-oriented environment by introducing measures such as an online reservation system for passport applications, priority service for civil petitioners who are pregnant or accompanied by infants and young children, and enhanced accessibility of unmanned civil document issuance machines for people with disabilities.
Additionally, the city has established a solid service system by operating healing programs and kindness training for civil service staff.
