Incheon to Hire 1,575 New Public Officials This Year, Up 127% from Last Year
On February 20, the Incheon Metropolitan City Government announced that it will newly recruit 1,575 local public officials in grades 7 to 9 this year. This represents an increase of 880 people (127%) compared with the previous year, and reflects anticipated vacancies due to the administrative system reorganization scheduled for July and retirements of public officials.
The number of recruits by grade is 11 for grade 7, 110 for grade 8, 1,436 for grade 9, and 18 for research and guidance positions. By appointing organization, 1,508 will be selected for Incheon Metropolitan City and its autonomous counties and districts, and 67 for Ganghwa County.
To expand opportunities for socially disadvantaged groups to enter public service, the city will conduct separate recruitment at levels higher than the statutory quotas. Applicants from low-income households will be selected at a rate of 4.1% (statutory 2.0%), and graduates (or expected graduates) from technical high schools will be selected separately at a rate of 31.0% (recommended 30%). In addition, among candidates recommended by the Incheon Patriots and Veterans Affairs Office, including national merit recipients, the city plans to hire 8 people for grade 9 facility management positions and 9 people for grade 9 driving positions.
The examinations will be held in the first and second halves of the year. The first recruitment examination will take place on June 20 (with online applications accepted from March 23 to 27), and the second recruitment examination will be held on October 31 (with online applications accepted from July 20 to 24). Applications can only be submitted via the internet.
Applicants must meet the Incheon residency requirement. They are eligible if they have continuously maintained their resident registration address in Incheon from before January 1 this year up to the final test date (interview test), or if the total period during which their resident registration address was in Incheon before January 1 this year is at least three years. However, for certain job categories and for separate recruitment for Ganghwa County, the residency requirements differ, so applicants must check the official announcement carefully.
Starting this year, the separate recruitment for Ganghwa County and Ongjin County will be changed to integrated recruitment. However, for Ganghwa County, separate recruitment will continue as before for the administration, social welfare, agriculture, health, and nursing job categories. In addition, the eligibility criteria for the career-competitive recruitment examination for graduates (or expected graduates) of technical high schools have been revised so that at least 50% of the total credits earned in specialized courses must be in relevant specialized courses.
Furthermore, from 2027, the Korean language subject in the grade 7 recruitment examination will be replaced by the Public Service Aptitude Test (PSAT), and the Korean history subject in the grade 9 recruitment examination will be replaced by the Korean History Proficiency Test (level 3 or higher).

An official from the Incheon Metropolitan City Government said, "This year is an important year in which the two-county, nine-district system will be launched as part of the reorganization of Incheon's administrative structure," adding, "We will ensure the timely recruitment of outstanding talent to provide high-quality administrative services to citizens."
