In his declaration, Assemblyman Kim assessed that although Namyangju has grown in size, citizens have not sufficiently felt that growth, and structural regulations are blocking the city's development.
He said, "Namyangju's fiscal self-reliance ratio is 28%, the lowest level among large cities with a population of over 500,000 in Gyeonggi Province," adding, "Citizens' daily lives and jobs depend on the broader metropolitan area, and the self-sustaining functions within Namyangju itself have not grown sufficiently."
Assemblyman Kim presented short-term and medium- to long-term strategies. In the short term, he pledged to respond immediately to transportation, civil complaints, and local pending issues that are directly linked to citizens' daily lives, emphasizing an attitude in which the mayor, as a salesperson, personally goes into the field to solve problems.
In the medium to long term, he promised concrete results with the goal of transforming Namyangju into an economically self-reliant city by overhauling a dedicated system for attracting companies, bringing in large corporations, supporting the growth of small and medium-sized enterprises within the city, and improving location and environmental regulations through negotiations with the central government and Gyeonggi Province.
Kim also highlighted cultural dignity and the establishment of identity as the core of urban competitiveness, saying, "A city is not completed by buildings and roads alone. I will build cultural content and symbolic assets within Namyangju that allow citizens to stay, enjoy themselves, and feel a sense of pride."
Candidate Kim pledged to become a mayor who approaches citizens directly and proves himself through results, stressing, "I will replace Namyangju's outdated engine and become a mayor who runs alongside citizens at their eye level. The person Namyangju needs most right now is Kim Jihun."
