Uijeongbu City Launches Temporary Online Civil Complaint Window to Ease Citizen Inconvenience Amid System Outage
Operation of Independent Civil Complaint Window Due to Suspension of the National Petition System
Online and Offline Civil Complaint Submissions Available via Uijeongbu City Website
Uijeongbu City in Gyeonggi Province (Mayor Kim Donggeun) announced that, starting from October 10, it will temporarily open and operate an "Online Civil Complaint Application Window" on the city’s official website in response to the disruption of the National Petition System caused by a fire at the National Information Resources Service.
This measure is intended to minimize inconvenience to citizens and prevent administrative disruptions, following the sudden suspension of government systems that has made online civil complaint submissions completely unavailable.
Until the system is restored, inquiries, suggestions, and grievance petitions that were previously handled through the National Petition System can be submitted via the "Online Civil Complaint Application Window" on the Uijeongbu City website.
This menu can be accessed by selecting the "Open Civil Complaints" section at the top of the city’s website and then choosing the "Online Civil Complaint Application Window" item, followed by an identity verification process.
For citizens who find it difficult to use online services, offline submission methods such as fax, mail, and in-person visits will also be available. Applicants can contact the relevant department at City Hall, each district office, or business office, and then submit the required documents.
Until the system is restored, the city plans to ensure prompt handling of civil complaints and help restore trust in administration through the operation of this temporary window. In particular, by operating both online and offline channels, the city aims to reduce inconvenience for digitally vulnerable groups, such as the elderly.

An official from Uijeongbu City stated, "Due to the system disruption, it is currently impossible to check the contents of complaints that have already been submitted," and added, "Citizens who require prompt handling of their complaints are requested to resubmit their applications at the relevant department counters at City Hall, district offices, or business offices."
