At a press conference held at 11 a.m. on the 22nd in the Choi Room on the 2nd floor of the Jeonnam Provincial Council, Assemblyman Joo stated, "Jeonnam needs a true worker to save it from decline," and added, "I will open a new future for Jeonnam together with its residents."
On this day, Assemblyman Joo presented six key policy visions: normalizing the petrochemical and steel industries, establishing Jeonnam as a renewable energy hub through offshore wind power and agrivoltaics, creating a base for the agricultural, fisheries, and bio-industries, building a future high-tech strategic industry belt, fostering Jeonnam as a global cultural and tourism center, and developing Jeonnam's future transportation network and transforming Yeosu Gwangyang Port into an energy hub port. He emphasized the need for new changes in Jeonnam.
Assemblyman Joo pointed out, "The population of Jeonnam has been steadily decreasing from 1.9 million in 2017 to 1.78 million as of August this year. Due to this sharp population decline, 16 out of 17 counties in Jeonnam have been designated as depopulation areas, putting the province in crisis. Only by changing to Joo Chulhyun, who can truly communicate with President Lee Jaemyung, can Jeonnam be saved."
He continued, "Jeonnam is facing a serious crisis due to a steep population decline and stagnation of key industries. As someone whose administrative capabilities have been proven through results, and as a loyal original pro-Lee Jaemyung ally, I will revive Jeonnam."
Assemblyman Joo also said, "As the only original pro-Lee Jaemyung figure in Jeonnam who stood by candidate Lee Jaemyung from the very beginning of the 2022 presidential primary, I led Jeonnam to achieve the highest national vote rate in the last presidential election, playing a key role in establishing the fourth democratic administration as the provincial chapter chairman. I will take the lead in securing overwhelming support from the Lee Jaemyung administration in return for Jeonnam's overwhelming support."
Additionally, Assemblyman Joo described himself as a comrade who overcame the 12·3 Rebellion alongside President Lee Jaemyung, contributing to the restoration of democratic constitutional order and achieving victory in the presidential election.
He reiterated his determination to build a new Jeonnam by recalling his experience as mayor of Yeosu in 2014, when he repaid 90.9 billion won in municipal debt, and by highlighting how he developed Yeosu's "Romantic Night Sea" brand, attracting 13 million visitors annually and transforming the city into a leading marine tourism destination in Korea.
