Wasted 290 Billion Won on Green Smart Future School Project
On the 13th, the Board of Audit and Inspection uncovered that the Gyeonggi Provincial Office of Education wasted approximately 290 billion won by demolishing and rebuilding about half of the total project volume to exhaust the allocated budget related to the 'Green Smart Future School Project and Gyeonggi-type Specialized Project Promotion.'
The Board of Audit and Inspection disclosed the results of the regular audit of the Gyeonggi Provincial Office of Education on the same day, confirming negligent management in the selection of Green Smart Future School project targets, decisions on reconstruction, and methods of funding procurement.
The Green Smart Future School project involves rebuilding and remodeling school buildings nationwide that are over 40 years old. The Ministry of Education plans to invest a total of 18.5 trillion won by this year, including 5.5 trillion won in national funds and 13 trillion won in local education grants.
According to the Board of Audit and Inspection, the Gyeonggi Provincial Office of Education selected schools that had already received significant budget for facility improvements and small schools with potential closure risks as project targets, resulting in overlapping investments of about 9.6 billion won.
Furthermore, although remodeling alone would have been sufficient to achieve the project goals, it was confirmed that to fully exhaust the allocated budget, 50% of the total project volume was demolished and rebuilt, incurring an unnecessary additional budget of approximately 290 billion won.
Additionally, despite having a sufficient fund reserve of 2.3 trillion won, the project was promoted using a Build-Transfer-Lease (BTL) private investment method, wasting between 77.7 billion and 137.4 billion won on facility rental fees and causing financial management burdens.

The Board of Audit and Inspection stated, "We have notified the Gyeonggi Provincial Office of Education to devise improvement plans regarding the issues pointed out," and added, "We have also notified the Ministry of Education to assess the actual conditions of the Green Smart Future School projects promoted by each metropolitan and provincial office of education and to prepare improvement plans for the entire project."
