"From Pre-R&D IP Analysis"… Wolkeul Association, Practical Lecture on Global IP Strategy
The World Class Enterprise Association announced on the 5th that it held a practical lecture session on the theme of 'Patent Strategies for Technology Innovation Companies' at the Korea Chamber of Commerce and Industry.
At this lecture, Machanghwan, an advisor from the Korea Industrial Technology Promotion Association, participated as a speaker. About 30 executives and employees related to patents from member companies of the World Class Enterprise Association attended.
Advisor Ma, who passed the 1987 civil service examination, has held key positions related to patents, including Director General of Economic Coordination at the Office for Government Policy Coordination, Auditor at the Ministry of Science and ICT, Director of Planning and Coordination at the Ministry of Science and ICT, and Executive Vice Chairman of the Korea Industrial Technology Promotion Association.
Advisor Ma diagnosed the domestic research and development (R&D) and patent situation, stating, "As of 2023, the government's R&D budget is 30 trillion won, which has increased by 72% over the past 10 years, and the R&D investment ratio to GDP is 4.9%, ranking second in the world after Israel. However, despite active R&D investment, serious inefficiencies are emerging."
He also presented specific cases, saying, "Among the top 10 universities in the fields of semiconductors, artificial intelligence, new drugs, and healthcare, 7 out of 10 registered patents are unusable, and the average annual patent applications and registrations of companies with research institutes are at the level of one per year." He emphasized that 'Intellectual Property (IP)-R&D' is important to improve the efficiency of research and development.
IP-R&D is a strategy to acquire technology centered on intellectual property rights, which involves analyzing the patent portfolio first and then conducting research and development to enhance research efficiency.
Advisor Ma emphasized, "If R&D is conducted first without prior IP analysis, it becomes a method of chasing advanced countries' technology, and the practicality of the results inevitably decreases. Therefore, analyzing 'patent big data' before starting R&D is the most important."
At the event, education that can be immediately applied to practice was conducted, including success cases of global companies that first conducted patent analysis.

A representative of the World Class Enterprise Association, which hosted the event, explained, "As the international community is changing into an era of complex great transformation, we prepared this lecture session so that companies can create new sources of revenue and seek countermeasures through technology innovation patent strategies."
