Gwangwoon University Station Logistics Site to Be Developed as a 49-Story New Landmark in the Northeast Area
3100 Households Mixed-Use Complex, Hotel, Library Construction
Construction Starts as Early as 2024, Completion in 2029
The logistics site near Gwangwoon University Station in Wolgye-dong, Nowon-gu, Seoul, which once led the local economy but has fallen into disrepute as a nuisance facility, will be reborn as a new economic hub in the northeastern area with a height of 49 floors. The Seoul Metropolitan Government plans to build a mixed-use residential complex with about 3,100 households here, along with various complex facilities including a hotel and a library. Construction is scheduled to begin in the first half of 2024, with completion targeted for 2029.
On the 14th, Seoul announced that the Urban and Architectural Joint Committee approved a revised plan for the district unit plan area and planning decision for the Gwangwoon University Station logistics site. The site once drove regional economic revitalization in the 1980s but has deteriorated into a nuisance facility due to aging infrastructure and issues such as dust and noise. Although selected as a negotiation target for urban planning changes in 2009, the project faced prolonged difficulties due to repeated failures in private sector bidding.
Accordingly, Seoul created this development plan aiming to transform the Gwangwoon University Station logistics site from an isolated "island" limited by regional constraints into a new "center" and to establish it as a new living and economic hub in the northeastern living area by focusing on ▲securing self-sustaining functions ▲expanding infrastructure ▲creating open spaces.
First, ▲commercial and office land (19,675㎡) will house hotels, offices, and retail facilities. The central functions will be significantly expanded to foster it as a new hub for the northeastern living area. In particular, on the ▲mixed-use land (77,722㎡), which combines commercial and residential facilities, 3,173 mixed-use residential apartments will be constructed. The mixed-use residential complex will consist of eight buildings, with a maximum height of 49 floors.
On the ▲public land (10,916㎡), approximately 286.4 billion KRW in public contribution funds generated from this development project will be used to build essential community convenience facilities such as a library, youth career center, cultural and sports center, and community center. Considering the area's proximity to many universities, public dormitories will also be constructed.
Revolutionary improvements to living infrastructure for local residents will also be carried out simultaneously. To resolve regional disconnection caused by railway facilities, a new four-lane east-west connecting road will be constructed. Additionally, the only existing connection, the "Gwangwoon University Station pedestrian overpass," will be remodeled, and two more pedestrian overpasses will be added to connect the separated areas into a single community living zone.
Notably, the plan incorporates measures to maximize metropolitan accessibility and efficiency by considering the opening of the Dongbuk Line light rail (Wolgye Station) scheduled for 2026, the GTX-C line stopping at Gwangwoon University Station expected in 2027, and the undergrounding of the Dongbu Expressway.
Seoul plans to officially announce the district unit plan decision in October. After completing related administrative procedures such as building permits, construction is expected to start as early as the first half of 2024 and the project is anticipated to be completed by 2029.

A Seoul city official stated, "The 'Gwangwoon University Station logistics site,' which had been isolated from the living area due to regional limitations, will be reborn as a new living and economic hub in the northeastern area, combining office, commercial, and residential functions," adding, "We will continue to support creative and new urban planning so that this stagnant area in Seoul can become a place that drives sustainable growth."
