Compensation for Culling: Higher Payments for Excellent Quarantine Farms, Reduced for Violating Farms
Amendment and Promulgation of the Enforcement Decree of the Livestock Infectious Disease Prevention Act on the 27th
Compensation Reduced to a Minimum of 20%
From now on, farms with excellent quarantine measures will receive higher compensation for culling, while farms that violate regulations will receive less.
The Ministry of Agriculture, Food and Rural Affairs will revise and promulgate the Enforcement Decree of the Livestock Infectious Disease Prevention Act containing these provisions on the 27th.
According to the revised enforcement decree, farms with a foot-and-mouth disease vaccine antibody positivity rate of 99% or higher, farms certified with HACCP or organic livestock certification, and farms that have completed quarantine education and achieved a 100% response rate to telephone surveillance, among other quarantine excellence criteria, will be eligible for higher culling compensation.
For farms that have been preventively culled due to concerns about the spread of livestock infectious diseases despite no occurrence, a favorable compensation standard has been established to allow them to choose advantageous compensation criteria in consideration of their active cooperation with government quarantine measures. Currently, compensation is based on the appraisal value before the first occurrence of the livestock infectious disease, but this will be improved to use the higher appraisal value either before or after the first occurrence date.
Farms that seriously violate quarantine standards may face reduced culling compensation as a penalty. For farms that refuse epidemiological investigations or provide false statements, the reduction rate will increase from the current 20% to 40%. Farms exceeding the appropriate number of livestock per facility according to the Livestock Act currently do not receive compensation for the entire number of livestock exceeding the appropriate number, but in the future, an additional 20% reduction will be applied to the appraisal value of livestock within the appropriate number. Exceeding the appropriate number of livestock raises concerns about creating a dense environment that increases the risk of occurrence and spread of livestock infectious diseases.
A minimum compensation payment standard has also been established. Previously, farms with many quarantine violations could have their compensation reduced by up to 100%, but to ensure the livelihood stability of culled farms, at least 20% will be paid.

The revised enforcement decree will take effect from the date of promulgation, the 27th, and will apply to cases where compensation payment reasons occur after the enforcement date.
