This system grants certification for three years to excellent companies and institutions that hire talent based on ability and provide continuous education and training opportunities to employees during their tenure. From 2006 to last year, 1,324 institutions (566 public, 758 private) have been certified over 15 years.
Applications are accepted separately for the private and public sectors. The evaluation criteria for large enterprises in the private sector will be reduced from 43 to 42, and for small and medium-sized enterprises from 32 to 27. Companies that have been fined or penalized for violating labor relations laws or human resource development regulations, workplaces publicly listed for violating the Labor Standards Act, and companies that have caused social controversies are subject to stricter standards and cannot receive the excellent company certification.

After document and on-site evaluations, the certification committee will conduct a review, and the final excellent institutions will be selected in September. Selected institutions will receive a certificate and plaque, along with benefits such as exemption from regular labor inspections for three years and training for personnel in charge of excellent institutions. The Ministry of Employment and Labor and the Ministry of Education stated, "As technology and demographics change, the core task is investment in people with new job competencies," and added, "We will continue to support enhancing human resource management capabilities through investment in people on the ground."
