The nominee agreed with this view.
Seo Jeong-sook, a member of the People Power Party, stated, "It may be mistaken as a warm and friendly organizational culture, but from the perspective of individual members, they likely had no choice but to say pleasing things to avoid falling out of favor with the highest authority, the mayor, or to avoid criticism from colleagues who follow the mayor," adding, "In organizations with such a culture, there is always a possibility that a second or third Park Won-soon or Oh Keo-don could emerge."

In response, Minister nominee Jeong said, "According to Article 24, Paragraph 2 of the Act on Special Cases Concerning the Punishment of Sexual Crimes, revealing the real name and identifying the victim so that personal information can be ascertained, or providing related information without the victim's consent, is subject to punishment under the law," and added, "In other words, this constitutes secondary victimization."
