Ministry of Land, Infrastructure and Transport Initiates Systematic Management of Infrastructure through Integrated Management System
[Asia Economy Reporter Lee Chun-hee] The Ministry of Land, Infrastructure and Transport announced on the 14th at 3 p.m. that it held the 2020 performance report meeting for the 'Infrastructure Census and Integrated Management System for Infrastructure Construction Service' at the Government Sejong Complex.
The infrastructure census service is a project to establish a standardized information management system for integrated management of 15 types of medium and large social overhead capital (SOC) and underground facilities. The project began in May and is scheduled to be carried out by the Korea Land and Safety Management Institute and the Korea Gas Safety Corporation until March next year.
The Ministry of Land plans to complete the infrastructure census by 2023, establishing a standardized management system for information on 15 types of national infrastructure closely related to citizens' daily lives, such as roads, heat transport pipes, and water supply and sewage systems, and collecting maintenance information.
The service for building the integrated infrastructure management system aims to establish and operate a management system for systematic establishment, management, and utilization of infrastructure information. Unicorns and G3Way have been carrying out this project since June and will continue until June next year. Through the integrated infrastructure management system construction project by 2023, the Ministry of Land is managing the database (DB) surveyed in the infrastructure census and developing functions to support policies.
At this performance report meeting, the service agencies disclosed the scope of the 15 types of infrastructure and the standardized information management system, and presented the design results of administrative support functions of the integrated management system. They also proposed utilization plans that produce and provide information necessary for decision-making in infrastructure management, such as national infrastructure performance and maintenance cost analysis.
Going forward, the Ministry of Land plans to investigate management information, facility information, and maintenance information for each facility and build a DB in the integrated management system after collecting expert opinions. Along with this, from March next year, the integrated management system will undergo pilot operation including information search functions, and before full-scale use, issues will be improved to ensure there are no inconveniences in use.

Kim Tae-gon, Director of the Facility Safety Division at the Ministry of Land, said, "This will be a key tool to integrate the management of 15 types of infrastructure that have been managed under different systems," and added, "We will ensure that it can be used as scientific decision-making data for maintenance in preparation for the rapidly progressing aging of infrastructure."
