Daejeon and Sejong Ease Eligibility Criteria and Application Procedures for 'Emergency Livelihood Support'
[Asia Economy (Daejeon) Reporter Jeong Il-woong] Daejeon City and Sejong City are easing the eligibility criteria and application procedures for emergency livelihood support payments and extending the application period.
According to Daejeon City and Sejong City on the 27th, the emergency livelihood support payment has been accepting applications since the 12th for households facing difficulties due to the impact of the novel coronavirus infection (COVID-19). However, due to limited eligibility requirements and complicated application procedures, the number of applications has been somewhat low.
In response, the Ministry of Health and Welfare has instructed local governments to relax the eligibility criteria to expand the number of beneficiaries and simplify the application documents.
The main changes include removing the 25% income reduction threshold and changing it to simply ‘income reduction,’ and recognizing bank transaction statements and income reduction declarations from daily workers and small business owners whose income information cannot be verified as valid income proof.
However, the criteria for providing emergency livelihood support payments remain unchanged, with income below 75% of the median income (1-person household: 1,318,000 KRW; 4-person household: 3,562,000 KRW) and assets below 350 million KRW.
The submission of application documents will be simplified, and the application period extended. Along with the simplification, applicants can submit bank transaction statements or their own income reduction declarations as income proof documents, in addition to income verification documents issued by public institutions such as the National Tax Service. The deadline has been extended from the original June 30 to July 6.
Recipients will be selected based on income reduction rates, urgent reasons due to COVID-19, and policy priorities. Payments will be individually notified by July 20 and will be made sequentially within the budget limits.
Jung Hae-gyo, Director of the Health and Welfare Bureau of Daejeon City, said, “As the payment criteria have changed, we will focus administrative efforts to ensure that all eligible citizens receive the support payments promptly.”
