[Asia Economy Reporter Moon Chaeseok] The Ministry of Government Legislation announced that it is preparing a bill to enact the Framework Act on Administration, which sets the standards and principles of administration, and is seeking public opinion.
The Ministry of Government Legislation announced on the 9th that it will hold an 'Online Public Hearing on the Framework Act on Administration' from 2 p.m. on the 12th.
The Framework Act on Administration codifies the principles and standards of administration, supplements legislative gaps such as standards for proactive administration, legal application, and the effect of reporting.
It also includes provisions to regulate and simplify common systems scattered across individual laws, such as permission and approval agendas.
The Ministry explained that the lack of codified principles and standards commonly applied across the entire administrative field has been an obstacle to rule-of-law administration and proactive administration.
The same systems have been differently stipulated in hundreds of individual laws, causing inconvenience and confusion for the public and frontline public officials.
Meanwhile, to prevent the spread of the novel coronavirus infection (COVID-19), the public hearing will be conducted via online live streaming.
It can be viewed by accessing the 'Online Public Hearing on the Framework Act on Administration' channel via PC or mobile.
The Ministry of Government Legislation will disclose presentation materials and a bulletin board in advance from today until the 11th to gather public opinions before the public hearing broadcast.
These will be reflected during the Q&A session with presenters and discussants on the day of the public hearing.
The Ministry announced the legislative notice of the Framework Act on Administration on the 6th (until the 25th of next month).

In addition to the public hearing, the Ministry plans to submit the bill to the National Assembly in the first half of the year after public discussions such as regional public hearings.
