Gwangju City to Enforce Partial Amendment to Urban Planning Ordinance Starting April 15
Gwangju City in Gyeonggi Province announced that it will implement the partial amendment to the "Gwangju City Urban Planning Ordinance" starting April 15, aiming to address deficiencies in the current ordinance and reflect revisions to related laws and regulations.
The key point of this amendment is the introduction of a mandatory regulation requiring the city to go through a re-public notice and viewing process, as well as to collect residents' opinions, for significant matters specified by ordinance when designating or changing growth management planning zones. This change reflects revisions in higher-level laws such as the Enforcement Decree of the National Land Planning and Utilization Act. Through this, the city has expanded resident participation in the planning and decision-making process and strengthened fairness and transparency in administrative procedures.
Additionally, the standards have been established to allow the maximum retention period for temporary structures and model houses for public purposes to be extended up to six years, thereby improving the operational efficiency of these facilities. In production management zones in non-urban areas, the ordinance now permits the establishment of rest restaurants with a total floor area of less than 300 square meters, expanding the foundation for job creation and increasing residents' income.
Conflicting standards that arose during the operation of the ordinance have also been addressed. The building coverage ratio and floor area ratio standards for buildings in agricultural and forest areas have been unified at 60%, reducing confusion in on-site applications. Furthermore, the process of consulting the Urban Planning Committee during the drafting and decision-making of urban management plans has been changed from mandatory to optional, thereby enhancing administrative flexibility.
In addition, the regulation that set a minimum lot size for the subdivision of land without a development permit has been eliminated, easing restrictions so that property rights can be exercised through land subdivision during joint ownership transactions and sales.
Mayor Bang Se-hwan stated, "This amendment to the ordinance focused on revising unreasonable regulations in consideration of overlapping restrictions such as water source protection zones and special countermeasure zones," adding, "We will continue to improve the system for planned urban development and revitalization of the local economy through ongoing reviews."

The amended ordinance can be accessed through the Autonomous Legislation Information System starting April 15.
