Development of 30 New Welfare Policies, Expansion to 430 Types

Through Integrated Call Center and Enhanced Public-Private Cooperation
Gwangyang City in South Jeolla Province announced that it has completed the implementation of the ‘Life Welfare Platform 2.0,’ which has been promoted to address the challenges of low birth rates, an aging population, and the risk of regional extinction. The city has now officially embarked on advancing the ‘Life Welfare Platform 3.0,’ with a focus on citizen-customized welfare and strengthening digital administrative services.
The Life Welfare Platform is Gwangyang’s welfare policy framework that provides integrated support for welfare policies across the entire life cycle, from the prenatal stage to old age. The city has promoted step-by-step initiatives, prioritizing the expansion of life cycle-based welfare policies and the establishment of digital-based administrative services.

View original imageThrough the development of Life Welfare Platform 1.0 and 2.0, the city has introduced new policies such as operating a public night-time Dalbit Children's Hospital, providing support for fetal precision health checkup costs, operating a 24-hour open daycare center, offering paternity leave incentives, subsidizing transportation costs for children with severe illnesses, enrolling in multiple birth group insurance, supporting oocyte cryopreservation procedures, providing free city bus rides for seniors aged 65 and older, and granting living expense scholarships to university students. As a result, the city has established a welfare policy system comprising 400 types of welfare policies.
Additionally, the city has launched and operates ‘MY Gwangyang,’ the nation’s first integrated administrative platform app that allows easy access and application for welfare policies. The city also produces and distributes a comprehensive administrative services guide (e-book), enabling citizens to check welfare policies by life cycle stage and sector.
Since building the Life Welfare Platform, the city has achieved four consecutive years of population growth. It has also received accolades such as the Ministry of the Interior and Safety Minister's Award for improvements in welfare and safety services (2025), the Jeonnam Governor’s Award for excellence in proactive administration (2025), the Prime Minister’s Award for achievements in family policy (2026), and confirmation of the Prime Minister’s Award for outstanding performance in proactive administration (2026).
Based on these achievements, the city will push forward with the implementation of ‘Life Welfare Platform 3.0’ to further strengthen customized welfare services that reflect citizens’ life cycles and needs.
■ Expansion to 430 Welfare Policies... Enhanced Customized Support by Life Stage
The city plans to expand its welfare policies from the current 400 types to 430 types. To achieve this, it will continue to discover new welfare policies and strengthen customized support systems for each stage of the life cycle.
The main focus areas include: ▲Policies responding to low birth rates that connect childbirth, parenting, and childcare; ▲Expanding educational opportunities and customized learning support for children and adolescents; ▲Policies for youth and newlywed couples regarding housing and living stability; ▲Health and reintegration policies for middle-aged adults; ▲Support for care, medical services, and leisure for the elderly.
■ Expansion of AI-Based Administrative Services... Advancement of the ‘MY Gwangyang’ App
The city will also actively promote digital transformation of administrative services and introduce AI-based services.
To this end, the following 21 new features will be added to the ‘MY Gwangyang’ app: ▲An AI assistant for customized policy recommendations; ▲A 24-hour generative AI chatbot service; ▲Expansion of online applications for administrative services (from 108 to 200 types); ▲Elimination of required attachments when applying for administrative services; ▲Operation of ‘MY Library’ with the introduction of a reading points system; ▲Safety education by life cycle stage, among others.
To support these initiatives, the city has secured a special grant of 25 million won and a national subsidy of 60 million won, which will be used to enhance citizen-centered digital administrative services.
■ Operation of an Integrated Call Center... Improving Accessibility to Administration
To improve citizen convenience, the city also plans to operate a one-stop integrated call center that provides guidance on administrative services, including welfare, health, education, and culture.
The integrated call center will provide: ▲Comprehensive consultations on welfare policies and administrative services; ▲Guidance on application procedures and eligibility requirements; ▲Prompt connection to responsible departments and related organizations; ▲Immediate responses to repetitive complaints and simple inquiries.
In particular, to enhance accessibility for information-vulnerable groups such as the elderly who have difficulty using digital tools, the city will strengthen its telephone consultation functions and analyze consultation data to reflect citizen needs in administrative service improvements.
■ Strengthening Response to Welfare Blind Spots Based on Public-Private Cooperation
The city will reinforce the ‘public-private linked integrated support system,’ which connects welfare, medical, and care services through cooperation with local medical institutions, welfare agencies, and private organizations.
The city plans to expand care and living support services in collaboration with social welfare centers and volunteer groups, and promote emergency support and customized welfare linkage in partnership with businesses and donor organizations.
Furthermore, the city will establish a welfare safety council to identify welfare blind spots and strengthen support systems for households in crisis. It will also build an integrated care and safety management system based on public-private cooperation.
