Gangdong-gu Ranks First in Seoul District Birth Rate Growth... 19.97% Increase
Driven by Population Inflow and Rising Marriages
Comprehensive Childcare Infrastructure and Tailored Support Policies Prove Effective
Gangdong-gu in Seoul (Mayor Sue Lee) announced on April 21 that it ranked first among Seoul’s districts in terms of the birth rate increase for 2025.
According to resident registration population statistics from the Ministry of the Interior and Safety, the number of births in Gangdong-gu for 2025 increased by 19.97% compared to the previous year, marking the highest growth rate among all districts in Seoul. The provisional total fertility rate for 2025 was also 0.76, ranking third among the districts. This is an improvement from fourth place in 2024. Gangdong-gu has remained among the top districts for the past five years.
The improvement in these indicators is attributed to a rise in the number of marriages and increased population inflow. The number of marriages in Gangdong-gu for 2025 reached 2,892, up about 34% from the previous year. The district’s population recently surpassed 500,000, and the influx and settlement of younger residents continues. The district government believes these trends will drive stable growth in birth-related indicators going forward and expects the upward trend in the number of births to continue for the time being.
To sustain this positive population trend, the district is implementing comprehensive support policies. It is improving access to information through the “Gangdong Mom-Friendly World” guidebook, which provides details on pregnancy, childbirth, and child-rearing. Diapers and standard garbage bags are provided to all households with newborns. Financial support such as special incentives for families with multiple children and entrance congratulatory payments are helping to ease the economic burden, and Gangdong-gu also offers the largest home service support program among Seoul’s districts. The “Gangdong-Style Teacher-to-Child Ratio Improvement Project” has also been significantly expanded to 63 institutions.
