Incheon City Completes Luwon Complex Building: "Key Hub for Balanced Development in the Northwest"
Five Public Institutions, Including Incheon Urban Corporation, to Move In This Year
An administrative town, set to become a key hub for balanced development in the northwestern region of Incheon, has been established.
On April 20, Incheon City held a completion ceremony for its second government building, the Luwon Complex Building, located in Gajeong-dong, Seo-gu, Luwon City. The Luwon Complex Building was constructed with a total project cost of 184.8 billion won, comprising two basement levels and thirteen above-ground floors, with a total floor area of 47,000 square meters.
The building was designed not merely as an office space, but as a "citizen-centered open space." Communication plazas and a main plaza, naturally connected to the surrounding greenery, have been created to enhance accessibility for residents.
This year, five public institutions—including Incheon Urban Corporation, Incheon Environmental Corporation, Incheon Facilities Corporation, the Children's Welfare Center, and the Michuhol Call Center—are scheduled to move in. The city expects that with the addition of the Incheon Regional Tax Office, set for completion in 2028, following the already-operating Small Business Complex Cluster and Incheon 119 Safety Experience Center in the Luwon Complex Building area, the administrative functions of Luwon City will be further strengthened.
Initially, nine public agencies were planned to move into the Luwon Complex Building, but after the withdrawal of the Human Resources Development Institute, Incheon Research Institute, Incheon Tourism Organization, and the Western Waterworks Office, the number was reduced to five. Moreover, although the original construction plan established in May 2017 targeted completion in 2022, repeated delays in groundbreaking and prolonged design changes resulted in several postponements.
The city anticipates that the completion of the Luwon Complex Building will not only revitalize the commercial area around Luwon City due to increased foot traffic, but also inject new vitality into the local economy overall.
At the completion ceremony, Yoo Jeongbok, Mayor of Incheon City, stated, "We expect that the city-affiliated organizations moving into the Luwon Complex Building will provide efficient administrative services and serve as an administrative hub driving development in northwestern Incheon."
Meanwhile, Incheon City is also pushing forward with the construction of a new city hall building, targeting completion in December 2028.
The city has decided to build the new city hall next to the current city hall building in Guwol-dong, Namdong-gu, and began construction in June of last year. The new city hall, with four basement levels, fifteen above-ground floors, and a total floor area of 80,417 square meters, will feature multi-cultural spaces for citizens, such as an exhibition hall, book cafe, and lounge.
