Identifying Tasks for the "Normalization of Abnormal Practices" in the SME Sector
Ministry Launches Task Force and Opens Public Proposal Portal
The Ministry of SMEs and Startups announced on the 19th that it has opened a public proposal portal on its official website to gather citizen suggestions for the "Normalization of Abnormal Practices in the SME Sector" initiative.
This initiative to identify normalization tasks is part of the government’s efforts to establish a "country where the basics are firmly in place" by rectifying abnormal practices and systems, as well as entrenched illegal and irregular activities. The government aims to directly listen to problems experienced in the SME field and promptly address them.
To discover such tasks, the Ministry is operating both internal and external channels. Internally, it is holding discussions and receiving proposals centered on working-level officials, while externally, it is collecting input from the field through the public proposal portal.
If citizens submit proposals for abnormal issues related to SMEs, startups and ventures, small businesses, or areas such as mutual growth and fairness via the public proposal portal, each proposal will undergo an initial review and selection process, followed by group discussions for each topic. The Ministry plans to select, improve, and implement the chosen tasks. Tasks that can be improved through internal guidelines will be implemented immediately, while those that require amendments to enforcement decrees or other laws will be pursued swiftly, with the goal of completion within the year.
For efficient operation, the Ministry has also formed a dedicated task force (TF) led by First Vice Minister Noh Yongseok. Within the TF, there will be a "Normalization Task Proposal and Review Team" composed mainly of private sector experts, and a "Normalization Task Proposal and Improvement Team" consisting of working-level government officials, ensuring systematic management from task discovery to improvement. Additionally, civil servants who actively identify and implement such tasks will be rewarded with incentives and personnel benefits to enhance execution.

First Vice Minister Noh Yongseok stated, "We will improve systems related to SMEs to be fair, transparent, and rational, thereby increasing the overall dynamism of the SME ecosystem and solidifying the foundation for growth," adding, "This measure will not be a one-off event, but will lead to continuous innovation."
