Education, Childcare, Culture, and Leisure Spaces for Western Residents
From 2 Basement Levels to 5 Above-Ground Floors... 191-Space Parking Tower Also Planned
Jeonju City in North Jeolla Province is accelerating the construction of a complex welfare center using lottery funds.
On the 17th, Jeonju City announced that it has secured 731 million won this year through a lottery fund application project. The city is allocating these funds to the finishing works for both the exterior and interior of the Jeonju Hyoja Eoullim Complex Welfare Center, as well as landscaping and other related construction.

View original imageThis allocation of lottery funds was made in recognition of the cultural and economic public value of the welfare center, and it is expected to contribute to improving local welfare and revitalizing the regional economy. The lottery fund is a system that allocates a certain percentage of lottery proceeds to public interest projects and is used in various areas such as support for low-income groups, social welfare, and cultural promotion.
Through this project, Jeonju City aims to address the lack of welfare infrastructure that residents in the western region have experienced, and to set an exemplary case where the lottery fund is returned as tangible benefits to residents.
The Hyoja Eoullim Complex Welfare Center is being built at 1240-3, Hyoja-dong 2-ga, with a site area of 3,799 square meters and a total floor area of 7,183 square meters, consisting of two basement levels and five above-ground floors. By floor, the center will include: ▲B2 parking lot ▲B1 senior cafeteria, book cafe, and parking lot ▲1st and 2nd floors for the Senior Welfare Center ▲3rd floor for the Senior Club ▲4th and 5th floors for the Family Center and Community Childcare Center.
The construction is scheduled for completion in May 2026, and after opening, residents of Hyoja 4-dong, Hyoja 5-dong, Innovation City, and other areas in the western region will be able to access comprehensive welfare services including education, childcare, culture, and leisure.
Additionally, to improve convenience for users, Jeonju City plans to complete the Jeonju Hyoja Eoullim Public Parking Tower, a parking facility in the form of a tower, at 1240-7, Hyoja-dong 2-ga, within this year. A total of 191 parking spaces will be secured to enhance accessibility for visitors.
