Expansion of Integration with Insurer and Financial Apps to Enhance Claims Convenience
The financial authorities are streamlining the integration process for hospitals and clinics using electronic medical record (EMR) providers and offering incentives, in order to expand the digitalization of indemnity insurance claims. In addition, the scope of services for the Silson24 app will be expanded to cover dental and critical illness insurance, allowing users to view all their policy details at once. The authorities also plan to establish a 'one-stop' claims environment by enabling direct integration with insurance company apps, eliminating the need for separate procedures.
According to the Financial Services Commission on April 15, the digitalization of indemnity insurance claims was first implemented for hospital-level medical institutions and public health centers on October 25, 2024. The system was then expanded on October 25, 2025, to include clinics and pharmacies (approximately 97,000 locations), resulting in full-scale implementation across all healthcare providers (about 105,000 locations).
As of April 1, there are a total of 29,849 healthcare providers connected to Silson24. Users can claim indemnity insurance benefits through the app or website without having to visit hospital counters or submit complicated paperwork.
However, the connection rate among healthcare providers remains at only 28.4%. While hospital-level medical institutions and public health centers have a relatively high connection rate of 56.1% (4,377 locations), clinics and pharmacies lag behind at 26.2% (25,472 locations).
Usage of the service is still in its early stages. Since the implementation of digitalization, the number of people who have claimed insurance through Silson24 stands at 1.4 million, with approximately 1.8 million claims submitted. Compared to the total number of indemnity health insurance policies (39.15 million), the usage level remains low.
To address this, the Financial Services Commission and related agencies plan to continue discussions to encourage more large EMR providers to participate, while also pursuing measures to prompt individual medical institutions, such as dental clinics that already use participating EMR providers, to connect to the system.
First, the Korea Insurance Development Institute will provide direct technical support for healthcare providers experiencing difficulties in meeting security and technical requirements. The plan is to improve the Silson24 program within the second quarter by shifting the responsibility for preparing SSL certificates and fixed IP addresses from the healthcare providers to the Korea Insurance Development Institute.
Incentives to encourage voluntary participation by healthcare providers will also be strengthened. Hospitals and clinics connected to Silson24 will be able to post introduction texts and images, and the number of Silson24 claims processed by each institution will be made public.
The integration process will also be simplified. Currently, EMR providers collect the participation intentions of healthcare providers and submit bulk applications to the Korea Insurance Development Institute, creating a dual structure. Going forward, healthcare providers will be able to apply for integration directly through the Silson24 program, and the process will be automated. Additionally, in-app guidance features will be enhanced.
The service functions will also be expanded. Through Silson24, users will be able to view and receive guidance on not only indemnity insurance, but also dental and critical illness insurance policies. In particular, integration with Credit4U, operated by the Korea Credit Information Services, will enable users to check their enrolled insurance information.
Platform integration will also be strengthened. By linking insurance company mobile apps with Silson24, users will be able to file claims electronically directly from the insurer’s app without installing or signing up for a separate app. For connected healthcare providers, claims can be submitted digitally, while for non-connected providers, the traditional photo upload method will be maintained. In addition, integration with apps from financial institutions such as banks and credit card companies is being pursued to further enhance accessibility for users.
Consumer guidance will also be provided in a tailored manner. Notifications will be sent via KakaoTalk when visiting a connected hospital to prompt insurance claims, participating pharmacies will be shown on map services, and the hospital search function within Silson24 will be improved to help users easily find nearby participating providers.

The Financial Services Commission and related agencies will continue to pursue measures to promote the digitalization of claims and expand the participation of healthcare providers and EMR vendors, thereby enhancing the convenience of indemnity insurance claims.
