Korea Land and Housing Corporation (LH) will pursue the purchase of approximately 38,000 housing units nationwide this year. Of these, 34,727 units will be secured through new construction purchase agreements, with Seoul expected to account for 30% of the total.
On April 14, LH held the '2026 Housing Purchase Project Briefing' at the LH Southern Gyeonggi Regional Headquarters, presenting the number of new construction purchase agreements for this year as well as regional targets.
This year, LH is pursuing the purchase of a total of 38,224 housing units nationwide. Of these, 34,727 units will be through new construction purchase agreements, and 3,497 units will be from existing homes. The Seoul metropolitan area was allocated 31,014 units, which accounts for 81% of the total, and among these, Seoul itself was assigned 11,527 units, or 30% of the overall supply.
Starting this year, LH has unified its purchase price calculation method based on appraisal value. The system was revised from a construction cost-linked method, which reflected construction costs in the purchase price, to an appraisal-based method that can more accurately reflect market prices. This measure was taken in response to criticism that LH was purchasing new private homes at excessively high prices. Private sellers who apply to sell must undergo an initial appraisal by an appraisal firm selected separately by both LH and the Korea Association of Property Appraisers, and a second appraisal after occupancy approval. The price fluctuation limit is restricted to within 10%.
The Purchase Review Committee will also be expanded from 5 to 7 members to ensure fairness. In addition, while the previous reviews were based on non-quantitative assessments, from now on the process will be carried out using quantitative evaluations based on submitted documents.
In addition, together with the Ministry of Land, Infrastructure and Transport, LH is launching new initiatives such as the non-residential remodeling project and modular housing. The non-residential remodeling project involves purchasing buildings such as officetels and dormitories in urban areas, changing their use, and supplying them as housing. The Ministry of Land, Infrastructure and Transport and LH plan to increase the number of purchases, starting with 2,000 units this year. Both direct purchases by LH and new construction purchase agreements will be used as acquisition methods.

Jang Changhun, Head of the Purchase and Lease Business Division at LH, said, "Under the January 29 Urban Housing Supply Plan, we aim to supply about 1.41 million units in the Seoul metropolitan area by 2030. Of these, about 140,000 units will be newly built purchase-lease units, and LH plans to be responsible for 126,000 of them." He added, "We are also actively pursuing new business models such as non-residential use conversion remodeling and modular housing purchase agreements."
