Samsung SDS announced that it has completed the first phase of building the National Assembly Big Data Platform (AI National Assembly) and officially launched the 'National Assembly AI Legislative Support Platform.'
The National Assembly AI Legislative Support Platform is a dedicated generative artificial intelligence (AI) system for the National Assembly that supports search, analysis, and drafting based on data held by the National Assembly. It serves as the infrastructure to transition the Korean National Assembly into an 'AI National Assembly.' Approximately 5,000 members of National Assembly-affiliated institutions, including lawmakers and their staff, will use the platform, which is built on data integrated from 320 organizations both inside and outside the National Assembly.
This project will be carried out in three phases through 2027, with the goal of integrating and analyzing data from the National Assembly and external partner organizations to support policy decision-making and to shift legislative and parliamentary activities to a data-driven approach.
The generative AI-based legislative support services offered by the platform are divided into: ▲AI Assistant ▲Intelligent Search ▲Legislative Bill Service.
The AI Assistant provides a chatbot service that answers questions related to assembly work or policies and offers customized work support such as drafting various documents and summarizing meeting minutes. Intelligent Search enables integrated search of documents within and outside the National Assembly using natural language and semantic-based search. The Legislative Bill Service recommends similar legislative bills or individual articles of bills using AI.
In this first phase, Samsung SDS established an intelligent legislative support service and the National Assembly Big Data Platform infrastructure by applying generative AI and big data analytics technologies. Legislative materials and public or academic data, previously scattered inside and outside the National Assembly, have been converted into AI-usable formats and provided through a single platform, thereby improving data accessibility and usability.
Additionally, the company has automated the entire AI transformation (AX) process for data collection, refinement, and analysis; established a data governance framework; and introduced a language model specialized for the National Assembly to lay the groundwork for data utilization. To ensure the reliability of answers, the platform is designed to be based on meeting minutes and reports with clear sources, while also being built in an on-premises environment (where the service operates solely on internal servers without external connectivity) within the National Assembly's Data Center to enhance security.
Samsung SDS also implemented intelligent search and analysis services using its proprietary generative AI service platform 'FabriX.' Users can find necessary information through document search, summarization, and exploration of similar legislative cases, while also receiving support in drafting documents during bill review and policy material preparation. As a result, users of the National Assembly AI Legislative Support Platform can utilize parliamentary materials along with external public and academic data.
