Uijeongbu City in Gyeonggi Province will transform "Camp Jackson," a returned U.S. military base site, into a key hub for the bio industry in northern Greater Seoul. Uijeongbu City is partnering with Daewoong Group, a leading domestic pharmaceutical and biotech company, to attract large-scale research and production facilities.
According to Uijeongbu City on April 13, the city signed a memorandum of understanding (MOU) with Daewoong Development Co., Ltd.—Daewoong Group's real estate development and investment arm—on March 31 at the HoeRyeong Hall in City Hall, to establish Camp Jackson as a future industry hub.
Daewoong Group to Invest – Establishing R&D and Production Base
Under this agreement, Daewoong Group’s investment plan in Uijeongbu will move forward. By establishing research and development (R&D) centers and production facilities, the city aims to build a foundation for the bio and healthcare industries. This is expected to drive regional talent recruitment, expand industry-academic cooperation, and create broad linkage effects across the sector.
Daewoong Group will pursue the construction of a pharmaceutical research institute and production facilities within Camp Jackson, while Uijeongbu City will support the development of infrastructure, licensing, and the creation of an industry-academia-research collaboration system to help establish optimal conditions for the company’s presence.
Camp Jackson to Be Developed as an Advanced Industrial Complex
Camp Jackson is set to be developed as an advanced industrial complex, forming a bio and healthcare industry cluster. The project is expected to create approximately 1,000 new jobs, stimulate the local economy, and expand the tax base.
This agreement is significant as it shifts the focus of returned U.S. military sites from primarily residential and park uses to include industrial functions.
Previously, Uijeongbu City amended its comprehensive development plan for returned military zones, re-designating land initially slated for apartments, parks, and logistics centers to advanced industrial and self-sustaining facility uses. The city has also pushed for regulatory improvements to allow for the lifting of development restrictions on returned sites smaller than 200,000 square meters, thereby improving conditions for attracting businesses.
Industrial Structure Shift Becoming Visible – Expanded Linkages and Enhanced Hub Function
This agreement is expected to serve as a catalyst for attracting additional companies and expanding connections between industries in the future.
Camp Jackson is anticipated to strengthen its role as an industrial hub, leveraging its connection to the northern Greater Seoul biomedical industry corridor that links Hongneung in Seoul with Nowon and Chang-dong. The city also plans to expand its industrial base by connecting with the development of Camp Kyle and Camp Red Cloud as free economic zones.
This agreement is meaningful as it marks the starting point for Uijeongbu’s shift towards an industrial structure, using the attraction of individual companies as a catalyst.

An official from Uijeongbu City stated, "This agreement has paved the way for the returned military sites to be utilized with an emphasis on industrial functions," adding, "We will work to ensure the stable development of related infrastructure and the attraction of companies."
