Yangcheon District Achieves Top Pledge Implementation Rating for 3 Consecutive Years with 96.5% Fulfillment Rate
Major Long-Awaited Projects Gain Momentum, Including the Daejang Hongdae Line and West Truck Terminal
Yangcheon District in Seoul (Mayor Lee Gijae) announced on April 13 that it has received the highest grade (SA) for the third consecutive year in the "2026 National Basic Local Government Heads’ Pledge Implementation and Information Disclosure Evaluation" conducted by the Korea Manifesto Center. The pledge fulfillment rate of 96.5% significantly exceeds the national average (70.42%) and the Seoul average (83.22%).

View original imageThe SA grade is the highest rating, granted only to local governments that score 90 points or higher in total. This evaluation was based on publicly disclosed pledge fulfillment data as of the end of December last year, comprehensively reviewing five areas: completion of pledges, achievement of 2025 targets, resident communication, web communication, and consistency.
Since the launch of the 8th popularly elected government, Yangcheon District has established a management system based on resident participation, including the operation of a pledge fulfillment evaluation team, and has transparently released the status of its fulfillment. Major long-standing projects are also becoming visible one after another. The Daejang Hongdae Line, a key metropolitan railway project to improve transportation conditions in the southwestern region, broke ground last December. This line, which connects Daejang District in Bucheon through Sinwol-dong in Yangcheon District to Mapo District, is expected to dramatically improve transportation accessibility in Sinwol-dong, previously a subway blind spot.
The West Truck Terminal Urban High-Tech Logistics Complex also began full-scale development last November, nine years after being selected as a pilot site, with the groundbreaking ceremony marking the start. It is set to transform into a mixed-use complex combining residential, work, shopping, and logistics functions.
Community-centered projects have also seen results. The "Walkable Street" in Sinwol-dong was redeveloped into a pedestrian-friendly street for the first time in 20 years, and the park golf course was expanded from 18 holes to 27 holes. The establishment of an annex building for the public health center has also strengthened local health services.
