Yongin Special City in Gyeonggi Province (Mayor Lee Sangil) has proven itself as a "city that keeps its promises" by achieving the highest rating for the first time in history in the pledge implementation evaluation conducted by the Korea Manifesto Practice Headquarters.

View original imageOn April 12, Yongin Special City announced that it had achieved the highest grade, "SA," in the "2026 National Basic Local Government Heads' Pledge Implementation and Information Disclosure Evaluation" conducted by the Korea Manifesto Practice Headquarters. This is the first time that Yongin City has received the SA grade in the manifesto evaluation.
Yongin City had previously received the A grade (excellent) for three consecutive years in the 8th popularly-elected administration evaluations. Now, with this final evaluation, the city has achieved the highest "SA" grade, demonstrating a very high level of pledge fulfillment.
This evaluation comprehensively assessed the status of pledge implementation from the launch of the 8th popularly-elected administration until the end of December 2025, based on five criteria: pledge completion, goal achievement, resident communication, web communication, and pledge consistency.
The Korea Manifesto Practice Headquarters calculates scores based on detailed indicators for each evaluation criterion, sums them up, and then converts the total to a 100-point scale. Local governments that score 90 points or higher receive the highest "SA" grade. The A grade (excellent) is awarded for scores of 85 points or higher. B and C grades are considered average.
The Korea Manifesto Practice Headquarters verifies the implementation status of pledges and assigns grades through subcommittee and general meetings of the citizens' evaluation panel.
Yongin City has already completed 185 out of a total of 212 pledged projects, achieving an 87% completion rate. The remaining projects are also progressing smoothly, with 22 (11%) proceeding as planned and 5 (2%) partially underway.
Mayor Lee Sangil stated, "This achievement of the SA grade is the result of all city officials working together with strength and wisdom to keep the promises made to 1.1 million Yongin citizens." He added, "The 8th popularly-elected administration has fulfilled many pledges, including the removal of the Songtan Water Source Protection Zone, and is making efforts to quickly complete ongoing pledge projects as well."

Mayor Lee also emphasized, "We will continue to successfully promote core projects directly linked to Yongin's development, such as the large-scale semiconductor projects including the Advanced System Semiconductor National Industrial Complex in Idong and Namsa-eup, which were initiated during the 8th administration. At the same time, we will expand the city's transportation infrastructure and strengthen its fiscal capacity."
