President Lee Jaemyung has ordered the resumption of the Seoul-Yangpyeong Expressway project, which had been halted. The government plans to devise budget support measures to restart the project within the first half of this year and aims to begin construction by the end of 2029.
At a briefing at the Chunchugwan press center, Hong Ikpyo, Senior Presidential Secretary for Political Affairs, stated, "Under President Lee's directive, the government has decided to resume the Seoul-Yangpyeong Expressway project, which has been suspended since July 2023."
The Seoul-Yangpyeong Expressway project involves the construction of a new four-lane expressway connecting Hanam City and Yangpyeong County in Gyeonggi Province. The project was intended to strengthen the arterial road function for the eastern metropolitan area. However, following the election of President Yoon Suk-yeol, allegations of preferential treatment involving First Lady Kim Keonhee led to the suspension of the project.
Hong explained, "On weekdays, traffic congestion on National Route 6 and the First Metropolitan Beltway is becoming increasingly severe due to heavy commuter traffic, while on weekends, tourist demand surges. Considering that the entry of residents into Gyosan New Town is scheduled for 2029, the Seoul-Yangpyeong Expressway project can no longer be postponed."
He continued, "The Ministry of Strategy and Budget plans to prepare budget support measures to resume the project within the first half of this year. Based on this, we will commission a new feasibility study and promptly decide on the optimal route for local residents and future generations, so that construction can commence by the end of 2029."

He also pledged, "The government will dispel the political controversy surrounding the Seoul-Yangpyeong Expressway project and swiftly proceed with the relevant procedures. Through these efforts, we will meet the longstanding wishes of Yangpyeong residents, improve transportation convenience for expressway users, and resolve a long-standing issue in the eastern metropolitan area."
