From Responding to Violations of Teachers' Rights
to Supporting Psychological Recovery for Educators
The Busan School Safety Mutual Aid Association has expanded its support system from 2026 to protect teachers from violations of their professional rights and to create a stable educational environment.
This measure comes in response to the increasing need to safeguard teachers' educational activities amid a rise in excessive workloads and growing numbers of complaints, which have recently led to more principals and vice principals opting for early retirement.
The association has been implementing the Teacher Protection Mutual Aid Project since 2024. Recently, both the number of payouts and the total amount disbursed have increased by approximately 75%, reflecting a significant rise in demand for support. The scale of compensation remains among the highest across mutual aid associations in metropolitan cities and provinces nationwide.
With this expansion, support for litigation costs has also been strengthened. If a criminal investigation is initiated against a teacher, up to 10 million won per trial instance will be provided. In civil lawsuits, if the amount in dispute exceeds 40 million won, the coverage has been expanded to provide up to 10 million won per case.
Additionally, for teachers who have experienced serious violations of their educational rights, the scope of recovery support has been expanded beyond the existing coverage of medical expenses to now include healing expenses as well. Furthermore, a wide range of support is offered, including compensation liability costs, litigation costs, medical treatment and psychological counseling expenses, property damage compensation, threat response services (such as security personnel), dispute mediation, and legal consultation.
In particular, even in cases where no violation of professional rights has occurred, preventive support has been enhanced. Teachers suffering from burnout due to stress during educational activities are now eligible for up to 1 million won per year in psychiatric treatment expenses.
An association representative stated, "We will continue to expand practical, field-oriented support, such as having experts visit schools directly to mediate disputes and provide guidance on support measures."
