"Beyond Economic Aid: Considering Human Rights Protection"
The National Human Rights Commission of Korea has recommended institutional improvements, calling for strengthened human rights protection standards across all areas of official development assistance (ODA) projects.
On March 19, the Commission announced that it had recommended improvements to the safeguard system to the Minister of Economy and Finance and the President of the Export-Import Bank of Korea to prevent human rights violations and protect stakeholders' rights during the implementation of Economic Development Cooperation Fund (EDCF) projects. The safeguard system refers to standards designed to protect against environmental, social, and human rights damages arising from development projects.
The Commission identified several key tasks: strengthening responsibility for information disclosure, ensuring stakeholder participation, enhancing the effectiveness of grievance reporting mechanisms, and supplementing the functions of external advisory bodies.
Currently, the Commission noted that ODA projects tend to disclose information less actively as social risks increase, a phenomenon attributed to the concentration of information disclosure responsibility within the implementing agencies. Accordingly, it recommended that the Export-Import Bank of Korea directly expand information disclosure for high-risk projects and also make the basis for risk grading assessments public.
Additionally, the Commission judged that the reliability of projects can only be ensured if workers, local residents, and others are able to sufficiently consult and participate throughout the project process. The Commission emphasized that, as in the cases of the World Bank (WB) or the Asian Development Bank (ADB), the Export-Import Bank of Korea should have both the authority and responsibility to actively facilitate participation.

A representative from the Commission stated, "We will monitor ODA projects to ensure they are managed in a way that not only provides economic aid, but also considers social impact and human rights protection."
