The Heritage Foundation, a conservative think tank in the United States, has assessed that North Korea's nuclear and missile capabilities have already reached a level that poses a direct threat to the U.S. mainland. The report draws attention by analyzing that North Korea is highly likely to have acquired miniaturization technology for nuclear warheads and the capability for intercontinental ballistic missiles (ICBMs).

The report classified North Korea, along with China, Russia, and Iran, as a nation posing a significant challenge to U.S. security.
According to the report, North Korea's propensity for provocation was rated as "testing," but its actual military capability was assessed as "capable." Technological advancement in the areas of nuclear weapons and missiles was cited as the most serious risk factor. The report stated that North Korea has likely already succeeded in miniaturizing nuclear warheads and has the capability to mount nuclear weapons on its medium-range missiles. Furthermore, it concluded that North Korea has acquired the ability to strike the U.S. mainland with ICBMs.

The report stated, "If a conflict arises, North Korea could attack South Korean ports and airfields with nuclear weapons in order to prevent the United States from reinforcing troops in Korea," and added, "North Korea may also threaten to use nuclear weapons against the U.S. mainland to drive a wedge between the United States and South Korea."
The report pointed out that North Korea is continuously heightening military tensions and sending aggressive messages toward the United States and its allies. Repeated nuclear and missile tests and continued provocations targeting South Korea are seen as strategies aimed at elevating the regime’s status and securing favorable conditions in negotiations with the United States. Regarding the background of these moves, the report observed that "they are intended to enhance North Korea's status and importance, and to extract concessions from the United States in negotiations related to its nuclear program and various support packages." It further evaluated that North Korea has already demonstrated, through tests, its ability to neutralize missile defense systems by launching various types of missiles simultaneously.
North Korea's cyberattack capabilities were also identified as a major threat. The report warned that North Korea is utilizing cyberattacks in a "guerrilla warfare" style against international financial institutions and hostile countries.

Regarding the strategic environment in Northeast Asia, the report emphasized the need for the United States' allies, South Korea and Japan, to strengthen their missile defense capabilities. In order to respond to the threats posed by a nuclear-armed North Korea and a militarily expanding China, the report stressed the importance of further reinforcing the regional defense system.
