Applying a Project Profitability Adjustment Factor

The Seoul Metropolitan Government announced on the 6th that the 2nd Integrated Deliberation Committee for Urban Regeneration Projects had conditionally approved the plan for the Junggok Apartment Public Reconstruction Project.
The Junggok Apartment complex, which was completed in 1976 as a five-story above-ground apartment, will be rebuilt into a maximum 25-story, five-building complex with 348 households, including 44 public housing units. The relevant urban regeneration plan was finalized in 2024, and the site was designated as a Special Construction Zone, after which it passed the integrated deliberation for the project implementation plan.
In March last year, the Seoul Metropolitan Government moved to reinforce the project’s profitability by revising the regeneration plan. To promote urban regeneration projects and balanced development in the northeastern part of the city, the land-use zoning was upgraded from Type 2 General Residential Area to Type 3 General Residential Area. In addition, by applying a project profitability adjustment factor of 1.95, a previously nonexistent allowable floor area ratio increase of 33.15% was reflected. The number of saleable units increased significantly by 28, from 276 to 304. These changes were finalized through the latest integrated deliberation. However, the committee presented improvements to the surrounding road signal operation system and enhancements to the traffic circulation for entering and exiting the complex as supplementary conditions.
The apartment complex is located between Junggok Station on Subway Line 7 and the Jungnangcheon Stream, providing both convenient access to public transportation and to the waterfront. The latest plan also includes measures to strengthen communication with local residents by introducing an open complex layout and open, shared-use facilities. The Seoul Metropolitan Government plans to install shared-use facilities such as a small library, daycare center, and indoor playground within the complex, open them to residents, and use them as a community hub for the neighborhood.
