Anseong City to Directly Construct Public Facilities Donated by Private Developers
"Standards for Public Facility Project Delegation" to Be Implemented Next Year
Expected to Address Delays in Completion and Quality Issues
Anseong City in Gyeonggi Province will introduce a system in which the city directly undertakes the construction of public facilities donated by private developers during development projects. This measure is aimed at addressing issues such as delays in the completion of promised facilities and deterioration in quality.
On December 2, Anseong City announced that it has established the "Standards for Public Facility Project Delegation," which will take effect from January 1 next year.
Under the new standards, public facilities such as roads, parks, green spaces, parking lots, and rivers, which have been handed over to the city through donations during private development, have faced challenges due to complex approval procedures and dispersed management responsibilities. This has made supervision difficult and led to ongoing complaints from citizens regarding construction delays and declining quality.
According to the newly established standards, for public facilities above a certain scale, Anseong City and the project developer will sign an agreement at the initial planning stage, allowing the city to directly carry out the construction of these public facilities. The project developer will bear the full cost, but details such as the project timeline and cost-sharing methods will be determined through discussions with the relevant administrative departments.
The city expects this measure to enable systematic project planning and ensure quality across all public facilities.
