Incheon Signs Bio and Medical Agreements with Celltrion, Gil Medical Center, and Inha University Hospital
"Incheon Bio Innovation Strategy" Announced at the "2025 Pharmaceutical Bio Investment Expo" on December 2
On December 2, the Incheon Metropolitan Government announced that it had signed two strategic agreements aimed at transforming the city into a "global bio city centered on technological and medical innovation."
On this day, during the "2025 Pharmaceutical Bio Investment Expo" held at Songdo Convensia, the city signed a joint growth agreement for the bio industry with Celltrion.
Under the agreement, Incheon and Celltrion plan to strengthen the technology and research and development (R&D) ecosystem centered around Songdo International City, and, in addition to production and supply chains, will promote ▲research and development, ▲open innovation, and ▲global joint research. This is considered a key industrial strategy to address Incheon's current structure, which is heavily weighted toward production.
The city also signed a medical innovation agreement with Gachon University Gil Medical Center and Inha University Hospital.
These institutions plan to connect the clinical capabilities and medical data assets of research-oriented hospitals in Incheon to the bio industry’s ▲technology validation, ▲clinical collaboration, and ▲medical device commercialization. Through this, the city aims to establish a converged medical-industrial R&D ecosystem in Incheon.

Deputy Mayor Ha stated, "These agreements lay the groundwork for Incheon to become a global bio hub," adding, "We will spare no administrative and financial support to create a bio ecosystem that is conducive to business growth."
