Nearly 8,000 Daily Inconvenience Cases Resolved with "Daily Inconvenience Help QR"
In July, a dangerous situation occurred on a road in Namyang-eup, Hwaseong City, Gyeonggi Province, where the ground was gradually subsiding due to a water supply leak. Had it been left unattended, it could have resulted in a car accident or even casualties. However, it took just one day to restore the site to its original state. This was thanks to a city official who witnessed the scene on the way to work and immediately reported it through the "Comprehensive Administrative Observation System" app operated by the city.

View original imageThe "Comprehensive Administrative Observation System," introduced by Hwaseong City in May, is a system in which city officials proactively identify and respond to inconveniences or hazards in their daily routines, such as during their commute, before citizens file complaints.
To ensure the prompt handling of daily inconveniences, the city operates a two-track system: the "Comprehensive Administrative Observation System" for public officials and the "Daily Inconvenience Help QR," which allows citizens to easily report issues via QR code.
Through these two systems, the city identified 7,943 cases of daily inconvenience complaints by the end of October and handled 7,608 cases, accounting for 95% of the total. Of these, 5,283 cases were identified through the Comprehensive Administrative Observation System, while 2,660 cases were received through the Daily Inconvenience Help QR during the same period.
By type of complaint, the Comprehensive Administrative Observation System recorded the highest proportion in "roads" at 45%, followed by ▲traffic facilities at 14%, ▲advertising materials at 13%, ▲garbage at 10%, and ▲green parks at 7%. For the Daily Inconvenience Help QR, the breakdown was ▲traffic at 37%, ▲daily inconvenience and safety at 27%, ▲regional development at 14%, ▲road construction at 11%, and ▲cultural and sports facilities at 8%.
In particular, the Comprehensive Administrative Observers have established a proactive response system in which public officials continuously identify and manage daily inconveniences and safety hazards during their routine activities, such as commuting, rather than relying solely on citizen reports. This approach has been credited with significantly enhancing the city’s capacity to handle civil complaints.
Since the launch of the system, the city has established a system for the rapid sharing and handling of daily inconvenience information, based on close cooperation among city hall departments, towns, villages, and affiliated organizations.
Following the introduction of the two systems, the handling of civil complaints has become more active. According to the city, the average number of cases received per month has increased more than fourfold, from 410 before the establishment of the new department to 1,780.
Building on these achievements, the city plans to enact the "Hwaseong City Ordinance on Handling Daily Inconvenience Complaints" next year. In addition, a reward system will be established for outstanding departments and employees involved in the Comprehensive Administrative Observation System. The Daily Inconvenience Help QR will also operate a regional contribution mileage system to further encourage citizen participation.
