Reviewing Response Systems Through Practical Discussion-Based Training Simulating a Nighttime Major Earthquake Scenario
Guri City in Gyeonggi Province announced on October 20 that it had conducted a discussion-based training exercise for the operation of the Integrated Support Headquarters for Earthquake Disaster Response, assuming large-scale casualties and property damage caused by an earthquake, at the Disaster and Safety Situation Room of Guri City Hall on October 17.

View original imageThis training was conducted as a tabletop exercise, virtually setting up the Integrated Support Headquarters at a disaster site. The session was presided over by Deputy Mayor Eom Jinseop, who would serve as the head of the Integrated Support Headquarters in the event of a disaster. Team leaders of 12 work units, each responsible for different collaboration functions, attended to review departmental duties and response systems.
The exercise assumed a scenario in which a magnitude 5.0 earthquake occurs during a weekday night, resulting in building collapses, fires, power outages, and both trapped and injured individuals-a complex disaster situation. The training focused on strengthening practical response capabilities through discussion, including key situation reports by collaboration function, discussions on cooperation with relevant agencies, and a Q&A session.
Through this training, Guri City reviewed its overall disaster response system, including initial response and reporting procedures in the event of a nighttime earthquake, familiarization with procedures for responding to complex disasters such as building collapses and fires, and confirmation of large-scale resident evacuation and relief support systems. This provided an opportunity to strengthen on-site response capabilities.
Based on the improvements identified during this training, the city plans to supplement the function-specific roles of the Integrated Support Headquarters and further solidify its disaster response cooperation system with relevant agencies.

Deputy Mayor Eom Jinseop stated, "The frequency of earthquakes has been increasing recently, and since it is impossible to predict when or where they will occur, thorough preparation is essential. Through this training, each department will clearly recognize its role, and we will do our utmost to protect the lives and safety of our citizens."
