Chuncheon City Earns 'Grade A' in Educational Development Special Zone, Secures Up to 1 Billion Won

Chuncheon City in Gangwon Province (Mayor Yuk Donghan) has received the highest grade, Grade A, in the Ministry of Education's evaluation of the '2024 Educational Development Special Zone Pilot Area Performance Management.' As a result of this evaluation, Chuncheon City will be able to secure up to an additional 1 billion won in project funding for the 2025 Educational Development Special Zone.
The Ministry of Education evaluated pilot areas for educational development special zones nationwide, assigning grades from A to C based on factors such as commitment to educational innovation, efforts to strengthen public education, and local cooperation systems. The city received high marks for its practical governance structure created jointly by the administration and educational sites, as well as its citizen-participatory communication system. Chuncheon City plans to supplement its 2025 project plan based on the results of this evaluation and submit it to the Ministry of Education.
Chuncheon City is developing a model for an educational city where the field and administration work together.
The city has established an educational cooperation system involving the Office of Education, six universities including Kangwon National University and Hallym University, affiliated organizations, and civic groups. Centered around the Educational City Committee, it operates three subcommittees: elementary, middle, and high school education; civic education; and university city. Each subcommittee directly reflects the voices from the field in policy, thereby enhancing the effectiveness of educational policies.
There is also an active educational culture with citizen participation. Through regular events such as the 'Educational City Chuncheon Forum' and the 'Uribomnae Dongdong Performance Sharing Session,' citizens and schools discuss policies together, and the mayor visits schools directly to listen to opinions from the field. In particular, the community-based educational care community 'Uribomnae Dongdong' has become a resident-led model in which the community takes joint responsibility for children's education and care.
The city has also achieved clear results in public education innovation and university-linked programs. Chuncheon High School has been designated as an autonomous public high school, and Gangwon Life Science High School has been designated as a specialized high school through an agreement. The 'Better Original Downtown + School' project to revitalize schools in the original downtown area has promoted the joint growth of both the community and schools.
The 'Great Books Program,' which introduced the discussion-based humanities classes of St. John's University in the United States, also drew attention. Through global camps for middle and high school students and teacher workshops, students' literacy and critical thinking skills, as well as teachers' teaching competencies, have been greatly enhanced.

An official from the city stated, "This Grade A is the result of the combined efforts of the city, the Office of Education, universities, and citizens," adding, "We will continue educational innovation that citizens can feel and move forward as the nation's top educational city."
