French authorities have classified this incident as both an insult to Muslims and a hate crime.
France is home to the largest Muslim population in Europe. According to Islamic law, pigs are considered "impure" animals and are forbidden. For this reason, placing pig heads in front of mosques is interpreted as a religious insult. The Paris Prosecutor's Office is currently investigating the case on charges of "hate incitement accompanied by discrimination."
After the incident became public, the prosecutor's office stated that a farmer in the northwestern Normandy region reported that "two people came and bought about ten pig heads." The informant said that the license plate on their vehicle appeared to be Serbian. After analyzing closed-circuit (CC) TV footage, the authorities confirmed that the suspects arrived in Paris on the night of the 8th to the early morning of the 9th using the same vehicle.

The prosecutor's office explained that the suspects appeared to have used a Croatian phone line, and tracking this line revealed that they crossed into Belgium immediately after the crime. The prosecutor's office criticized the act as "a clear attempt to provoke internal conflict within the country." Laurent Nunez, head of the Paris Police Prefecture, also mentioned the possibility of "foreign interference." While investigators have not publicly named a specific country, Russia is suspected to be behind the incident.

Previously, in October 2023, after the outbreak of war between Israel and Hamas, the Star of David-a symbol of Judaism-was found in various places around Paris. The French domestic intelligence agency (DGSI) determined that Department 5, responsible for overseas intelligence within the Russian Federal Security Service (FSB), orchestrated this "Star of David" operation. At that time, French authorities also analyzed that Russia was carrying out such operations with the aim of destabilizing French society by fomenting conflict between Jews and Muslims within the country.
