Jongno-gu to Provide 50,000 Won in Cash for Cooling Costs to Heatwave-Vulnerable Residents
A total of 310 million won in city funding
to support 6,200 households
Jongno-gu in Seoul (Mayor Jung Moonheon) is implementing a comprehensive "Special Cooling Cost Support for Heatwave Response" measure to help vulnerable groups struggling with the burden of running air conditioners during the summer.
This support targets 6,200 households, including recipients of basic livelihood assistance and the near-poor within the district. The district has secured a budget of 310 million won from the Seoul Metropolitan Government and plans to provide 50,000 won in cash per household.

View original imageThis initiative is expected to alleviate the difficulties of residents who delay using air conditioners due to financial reasons, and to provide practical help in preventing health damage caused by heatwaves. In particular, for special cases such as those without registered payroll accounts or those using seizure-protected accounts, the district will conduct individual verification procedures and deliver cash directly, aiming to minimize any blind spots in support. The cooling cost support will be deposited in a lump sum into the representative accounts of eligible households on August 7, 2025.
In addition to this measure, Jongno-gu is also strengthening various heatwave response strategies. Newly introduced this year, the "Heatwave Safe Lodging" program operates temporarily at three locations?Dongdaemun Hotel, Central Tourist Hotel, and Dongnimmun Hotel?when heatwave advisories or warnings are issued. The program covers the full cost of accommodation, up to 90,000 won per night for two people per room, for up to ten days, providing practical assistance to residents suffering from sleeplessness due to tropical nights.
Alongside this, the district is operating 102 existing cooling shelters as usual and is also providing health management services to legally defined vulnerable groups, including elderly residents in welfare blind spots.
Additionally, wall-mounted air conditioners have been installed in more than 40 households with severe illnesses and elderly residents aged 70 or older. Drawing on the experience of supporting a total of 745 households with cooling devices over the past six years, the district is taking a comprehensive approach to heatwave response.
