Hoengseong County Takes Another Step Toward Becoming the Center of the E-Mobility Industry

Groundbreaking for 'Autonomous Vehicle Evaluation Center' Next Month
Establishing a 'One-Stop' Enterprise Support System with the Creation of the Future Mobility Hub Specialized Complex
Hoengseong County in Gangwon Special Self-Governing Province (Governor Kim Myunggi) is taking another step toward becoming a hub of the e-mobility industry. On May 21, the county will hold a completion ceremony for the 'Light Commercial Special Vehicle Manufacturing Support Center' within the Hoengseong e-Mobility Research and Demonstration Complex, marking the beginning of the e-mobility era.

View original imageThe support center was built with a total project cost of 25.9 billion KRW (12.4 billion KRW from the national government, 13.5 billion KRW from the provincial government) and has a total floor area of 2,017 square meters. The center consists of one building and is equipped with 14 types of testing and evaluation equipment for modular electric special vehicle manufacturing. It will provide battery safety and reliability evaluations for EVs, support prototype production, conduct energy efficiency measurements, and perform battery endurance tests. In addition, it will support the self-sufficiency and commercialization of small and medium-sized enterprises.
After being designated as a national direct project by the Ministry of Trade, Industry and Energy, the project was led by the Korea Conformity Laboratories (KCL, President Chun Younggil). Construction was completed at the end of last year, and operations will begin next month.
Currently, Hoengseong County is fostering a future growth engine by developing the 'Future Mobility Hub Specialized Complex' in three phases, starting with the research and demonstration complex, on a 220,000-pyeong site covering Mukgye-ri, Gadam-ri, and Ipseok-ri in Hoengseong-eup, with completion targeted by 2030.

View original imageThe Future Mobility Hub Specialized Complex will involve Hoengseong County, Gangwon Special Self-Governing Province, and investing companies, with a total project cost of 350 billion KRW. This year, the research and demonstration complex will be established on the first-phase site, which accounts for 40% of the total area, with 90 billion KRW in national funding and a total project cost of 170 billion KRW.
Seven facilities, including the e-Mobility Enterprise Support Center, Electric Vehicle Battery Evaluation Center, and Autonomous Driving Demonstration and Evaluation Center, as well as two sites in the second phase, have already secured national funding.
The AI Driving Ability Evaluation Platform, which includes three types of AI equipment and evaluation scenarios, was completed last year. The Light Commercial Special Vehicle Manufacturing Support Center, which will be the first to begin operations in the first-phase research and demonstration complex, signifies that Hoengseong County has become a true center of the e-mobility industry and that the ecosystem supporting future vehicle companies is now on track.
In addition, on June 10, the county will hold a groundbreaking ceremony for the 'Real Road-Based Level 4 Autonomous Vehicle Driving Ability Evaluation Infrastructure Project.' Construction of the autonomous vehicle test track will begin, with completion scheduled for March next year, making the project increasingly tangible.
Hoengseong County plans to divide the entire site into three zones: Phase 1, an e-mobility testing and certification specialized zone; Phase 2, a mobility R&D and manufacturing zone; and Phase 3, a mobility demonstration and experience zone. Through the step-by-step concentration of technology and integration of facilities, the county aims to become the central hub for the expansion of the e-mobility industry.
After being designated as a leading investment district last July, Hoengseong County secured 10 billion KRW for the construction of the main access road to the hub complex and the community center, paving the way for R&D research on the second-phase site and the early attraction of parts manufacturing companies.
