Eunpyeong-gu to Hold Pilot AI-Based Participatory Budget Residents’ Forum on May 21
To Be Used as Foundational Data for Evaluating and Expanding Public Forums
On May 21 at 2:00 p.m., Eunpyeong-gu in Seoul will hold a pilot “Participatory Budget Residents’ Forum” utilizing artificial intelligence (AI) technology at Eunpyeong Hall in the Eunpyeong-gu Office.
This forum is an experiment in future-oriented democracy that combines resident participation with AI-based decision-making. At one of the 15 discussion tables, a conversational AI service (Chat GPT) will be used to organize and analyze residents’ opinions on public issues in real time. Each table will have a facilitator who records participants’ statements, and the AI will summarize and organize these statements to draft a final proposal.
The use of AI in operating the forum is expected to quickly produce objective and well-organized resident proposals, thereby improving the quality of public discourse and enhancing transparency by sharing the results on the day of the event. Eunpyeong-gu plans to use the results of this pilot operation as foundational data for evaluating and potentially expanding forums in the future.

Eunpyeong-gu stated, “We expect that AI-based forums will be effective in enhancing the quality of deliberation and helping policymakers understand residents’ perspectives,” adding, “We will continue to expand this new democratic experiment that harmonizes resident participation with various technologies.”
