On the 2nd, the Ministry of SMEs and Startups announced that it will conduct the '2025 Integrated Announcement for Technology Protection Support Projects' to prevent technology infringement and provide rapid relief for damages to small and medium-sized enterprises (SMEs).
Technology protection voucher support for prevention is a customized and phased comprehensive support project that provides vouchers divided into three levels according to the company's technology protection level. It supports up to six projects: ▲Establishment of technology leakage prevention systems ▲Technology data escrow ▲Technology data protection services ▲Technology protection policy insurance ▲Customized consulting ▲Damage amount calculation.
The support limits are up to 30 million KRW (80% support) for startup companies, 50 million KRW (60% support) for promising companies, and 70 million KRW (50% support) for leading companies.Damage amount calculation support helps SMEs that have suffered damages due to technology infringement receive reasonable compensation by supporting damage amount calculation through specialized institutions, and if confirmed as a technology-damaged company by the court, 100% support is provided. Technology protection policy insurance supports up to 50 million KRW for litigation costs incurred in domestic and international technology infringement disputes and covers 70-80% of the insurance premium.
The technology data escrow system safely stores a company's core technology data and trade secrets in online and offline vaults and serves as proof (legal presumption) of the company's technology development in case of damage occurrence. Additionally, the win-win type technology leakage prevention system establishment project supports building security systems for SMEs vulnerable to technical and physical security weaknesses. The technology protection service provides three specialized programs free of charge to prevent illegal technology leakage caused by cyber hacking and internal employees: specialized security monitoring services, internal information leakage prevention, malware detection, and ransomware detection.
For damage relief, the Technology Protection Support Team provides free consulting such as technology protection level diagnosis, security education, and sector-specific security and legal advice through expert visits to company sites to strengthen technology protection capabilities and resolve difficulties. The Technology Protection Legal Support Group matches companies involved in disputes regarding patent, trademark, design, trade secrets, and other technology leakages with lawyers or patent attorneys to provide up to 60 hours of free legal consultation. There is also a digital forensic support project that provides free digital forensics up to 5 million KRW for company-owned work digital devices to prevent technology leakage and collect and preserve evidence of technology leakage damage.

Technology dispute mediation and arbitration are supported by mediation or arbitration committees composed of current and former judges, lawyers, and technology experts to resolve disputes fairly and reasonably. Related costs such as fees for appointing mediation/arbitration agents, litigation costs, and technology valuation fees are also supported.
