Lee Sang-il, mayor of Yongin City, Gyeonggi Province, said at a New Year's press briefing held on the 22nd at Yongin Giheung ICT Valley, "This year's budget is 3.3318 trillion won, an increase of 94.1 billion won from last year, but considering the inflation rate, it is a tight budget," adding, "Although the budget is limited, we will actively secure resources such as national and provincial subsidies and ordinary local allocation tax to carry out large-scale investment projects without delay."
The mayor emphasized, "Yongin's regional economy is expanding as global semiconductor material, parts, and equipment companies are entering, centered on anchor companies," and added, "We will create a city full of quality jobs through policies that promote corporate growth."

Steady Development of National System Semiconductor Industrial Complex and Yongin Semiconductor Cluster
The advanced system semiconductor national industrial complex planned to be established in the areas of Idong and Namsa-eup, Cheoin-gu, will expedite compensation and relocation to start site preparation construction next year. Currently, the complex has secured 110,000 pyeong of relocation residential land and an exclusive industrial complex for relocating companies. To facilitate smooth compensation, the ratio of land-for-land compensation will be increased, and acquisition tax and capital gains tax will be reduced.
In particular, the system semiconductor complex plans to include cultural spaces beyond simple manufacturing plants. A large-scale waterfront park will be created at the nearby Idong Reservoir, and a complex cultural space will be developed to improve residential conditions.

Full-Scale Urban Development of Platform City and Eonnam District
The 'Gyeonggi Yongin Platform City' project, which completed administrative procedures such as the implementation plan approval in December last year, will begin construction of sections 1 and 2 in the first half of the year, starting with section 3 managed by Yongin Urban Corporation. The goal for site development completion is 2030. The city has designated the GTX Guseong Station area, the center of Platform City, as a special planning zone to create a complex transfer center linked with the Bundang Line and is also promoting the attraction of hotels or convention centers that serve as international conference venues.
In May, the urban development project for the Eonnam District, the former Police University site, will commence. The city plans to implement metropolitan traffic improvement measures, including the opening of Dongbaek IC, in connection with district development, and will expand cultural and sports facilities within the district in consultation with the project implementer, Korea Land and Housing Corporation (LH).
Plans to reorganize aging planned cities in Giheung-gu and Suji-gu will also be accelerated. In particular, during the reorganization planning process, the city intends to expand infrastructure through integrated development to create a residential environment comparable to new towns.
A support center for remodeling aging complexes will be established to assist with education and safety inspections, and measures to shorten the time required for permits by integrating various reviews such as architectural and urban planning reviews will be explored.
Full Effort to Include Southern Gyeonggi Metropolitan Railroad in National Railway Network Plan
To maximize the semiconductor belt effect, administrative support will be provided to ensure the expansion of National Road No. 45, the establishment of the Semiconductor Expressway, the establishment and expansion of Local Road No. 82, the expansion of Provincial Road No. 321, and the establishment and expansion of Baegok-daero proceed without delay. Additionally, the establishment of Local Road No. 84, the establishment and expansion of Provincial Road No. 318, and the expansion of Provincial Road No. 321 will also be pursued.
Regarding the metropolitan railroad network, administrative efforts will focus on ensuring the extension of the Gyeonggang Line and the establishment of the Southern Gyeonggi Metropolitan Railroad are reflected in the 5th National Railway Network Plan, while also advancing the extension of the Bundang Line, the Dongbaek?Sinbong urban railroad, and the Yongin Light Rail extension to Gwanggyo.
To improve the transportation system, treatment improvement allowances will be paid to long-term transport workers to increase the operation rate of city and village buses by 20%. In the first half of the year, new metropolitan bus routes will operate from Seocheon District to Seoul Station and from Namsa and Agok to Seongnam and Pangyo, and two metropolitan bus routes, numbers 5002 and 5003, will be increased. Nighttime connecting route buses are also being planned for the last train time of GTX-A.
Systematic Planning for Areas Released from Regulations such as Songtan Water Source Protection Zone and Gyeongancheon Waterfront Zone

To this end, the city plans to reflect systematic development measures for these released areas in the 2040 Basic Urban Plan, the 2040 Sewerage Maintenance Basic Plan, and the 2035 Park and Green Space Basic Plan.
In particular, for the waterfront zone released areas, the city will prioritize their inclusion in sewage treatment zones while maintaining the ecological environment and will promote urban planning reorganization to enhance land utility.
All-In for Reviving Local Small Businesses... Strengthening Support for Small Business Owners
To alleviate the difficulties faced by small business owners, various consumption promotion projects will be carried out, and support will be provided for loan interest and special guarantee fees. The city will actively support the recovery of local commercial districts through street festivals and night markets linked with urban regeneration.
Measures to expand agricultural product consumption will also be prepared. The Baegok rice, which has been supplied to local senior centers and schools, will from this year be supplied to senior centers in other local governments such as Gunpo and Uiwang. The Farm & Forest Town, developed as a stay-type tourist complex, will have agricultural and livestock product sales facilities installed, and the construction of a floriculture distribution complex center will also be pursued.
Expansion of Education and Cultural Infrastructure
To alleviate the inconvenience of long-distance commuting, the establishment of Giheung 1 Middle School is being promoted with the goal of opening in September next year. Yongin Bio High School will undergo departmental restructuring, and a Practical Arts High School will be established. Budgetary and administrative support will be strengthened to enable the opening of a Semiconductor High School for Yongin-style semiconductor talent cultivation in March 2027. To nurture semiconductor professionals, a semiconductor education and industry-academia hub will be operated in collaboration with UNIST, and efforts will be made to operate a semiconductor-specialized university.
