Colonel Kim did not appear for the pre-arrest suspect interrogation (warrant hearing) at 2 p.m. that day.

Colonel Kim is accused of holding the so-called 'Hamburger Meeting' on the 1st at a Lotteria in Ansan, Gyeonggi Province, where he allegedly conspired in advance with former Commander Noh, Commander Moon, and Colonel Jung from the Intelligence Command regarding the martial law operation. The Joint Investigation Headquarters (Gongjo Headquarters) urgently arrested Colonel Kim on the 18th and applied for an arrest warrant the following day.
