Seoul City Begins Construction of 'Beondong Moa Town'... 1,242 Households to be Supplied by 2028

The first Moa Town project in Seoul, ‘Beondong Moa Town’ in Gangbuk-gu, is breaking ground. Scheduled for completion and occupancy in 2028, a total of 1,242 households will be established.

View original imageOn the 16th, the city announced it will hold the ‘Beondong Moa Town (Gangbuk-gu Beondong 429-114 area) Groundbreaking Invitation Day.’ Moa Town is a new redevelopment model for aging low-rise residential areas introduced by the city in 2022. The groundbreaking of Beondong Moa Town comes three years after the announcement of the Moa Town and Moa Housing promotion plan. After passing the integrated review in April 2022, the project implementation plan was approved in July 2023, and in May of this year, a ‘Tenant Compensation Plan’ was established, completing tenant compensation and relocation without conflict.
Unlike conventional redevelopment projects, compensation for tenant relocation costs and business loss is provided. Among a total of 844 tenants in five Moa Housing districts, 487 tenants who were residential tenants residing at least three months before the association establishment approval date or who qualify for business loss compensation from before the association establishment approval date to the project implementation plan approval date received approximately 7.2 billion KRW in loss compensation. Correspondingly, the project implementation plan was revised through the city’s integrated review to increase the total number of general sale units by 38.
Five Moa Housing sites will be promoted. Using the street housing maintenance project method, the existing 793 households will be demolished, and 13 buildings with a total of 1,242 households (including 245 rental units) along with ancillary and welfare facilities will be constructed. Additionally, existing roads will maintain their function so that local residents can use them freely.
Zones 1 to 3 and zones 4 to 5 will each install integrated underground parking lots through ‘building agreements’ and jointly use and manage ancillary and welfare facilities as if they were a single apartment complex. This will secure a total of 1,294 parking spaces, 119 more than the legally required 1,175 spaces. A building agreement is a contract made between land or building owners on two or more sites, allowing efficient land use by integrating parking lots, landscaping, and basement floors.
Along approximately 6,000㎡ of the Uicheon Stream, public contributions will be used to create walking paths and rest and exercise facilities. Although this area directly adjoins Beondong, where Moa Town is being developed, it is currently occupied by vehicles and the facilities are outdated, resulting in low resident usage.
As the project gains momentum, two additional Moa Towns are being developed within the superblock that includes the Beondong Moa Town pilot project site, showing a sequential expansion effect. Beondong Moa Town II (Beondong 454-61 area, 78,970㎡) received management plan approval and notification in January this year, with three Moa Housing associations established and progressing, one of which has completed the integrated review of the project implementation plan.
Beondong Moa Town III (Beondong 469 area, approximately 99,462㎡) was selected as a Moa Town site in November this year and is preparing to establish a management plan.

Seoul City plans to accelerate the redevelopment of aging low-rise residential areas and improve housing quality in earnest, starting with the groundbreaking of Beondong Moa Housing. The city initially set a goal to promote 100 Moa Towns across Seoul by 2026 and supply 30,000 Moa Housing units. As of December this year, a total of 109 Moa Towns are being promoted within Seoul.
